Job Description:
ETC is one of the leading Toll Roadway services and infrastructure companies in the US. The US Toll Roadway industry has total revenues nearing $20B and has experienced steady growth recently as government agencies look for new ways of covering their costs and optimizing traffic flow. Since 1999, ETC has been providing Next Generation Lane Toll Systems design, integration, implementation, and maintenance for small, medium, and large-scale toll programs across the United States.
ETC is looking for an enthusiastic Proposal Manager to join our business development team in Richardson TX. Your responsibilities include working with all members of the ETC Business Development and Development teams to develop winning, innovative proposals including written responses for RFIs/RFQs/RFPs (RFx) as well as unsolicited proposals and white papers. The Proposal Manager drives the proposal process from Go/No-Go through the execution of interdisciplinary proposal tasks, coordinating with matrixed teams to obtain quality and timely deliverables, and ensuring the delivery of complete and compliant winning proposals to customers. The ideal candidate possesses demonstrated Enterprise-caliber proposal management and technical writing experience and the leadership necessary to effectively support a high growth business. The candidate has Financial and Enterprise industry background that enables them to develop win themes and technical discriminators for inclusion into proposals, a contracts background that enables them to easily interact with legal staff, as well as a technical background that enables them to easily interact with technical leaders, software developers, and solutions architects. He/she should also have a demonstrated ability to think strategically about the mission, product, and technical challenges, with the ability to build and convey compelling value propositions in a written context. . Job will require the ability to influence others, regulate project schedules to tight and numerous deadlines, and the ability to adapt, prioritize and organize frequently changing workloads. Responsibilities:
  • Serve as a key member of the ETC Business Development team leading proposal responses to our customers
  • Execute the proposal response plan while working with key internal stakeholders (e.g. Business Development teams, technology, legal, finance, etc.).
  • Develop win themes and technical discriminators, working with marketing and Business Development
  • Validate RFP response requirements and ensure proposal compliance
  • Build a library of approved proposal content for quick-turnaround opportunities.
  • Coordinate Go/No Go process when RFP is received
  • Coordinate initial Executive meeting
  • Work with Business Development, Business Units and other internal functions to coordinate SME reviews of RFPs and associated documents
  • Upload and maintain RFP documentation on SharePoint and/ or other systems
  • Coordinate ETC attendance at pre-bid conferences
  • Coordinate leadership meetings with SME and executive leadership to discuss RFP and work to complete conformance matrix
Compile evaluation scorecard and final Go/No Go presentation
Develop proposal compliance matrices and compliant proposal outlines. Ensure that state and agency procurement guidelines are understood and incorporated into proposal development process for full compliance
  • Lead Proposal Kickoff and work with Business Units to identify and request/assign cross-functional SME resources to proposals
  • Create and manage proposal schedule to meet RFP deadlines; communicate deliverable requirements and deadlines to internal cross-functional teams and external sub-contractors
  • Work with Sales/BD, Business Unites and other internal functions to conduct gap analysis of RFPs and associated documents: assist with assessing qualifications and experience needed versus ETC capabilities and available personnel
Assist in the identification of key partners and subcontractors and the management hereof, to ensure requisite capability and compliance.
  • Manage proposal process and lead cross-functional teams consisting of Business Development, engineering, operations, marketing, legal and finance personnel through an iterative content development and review process to obtain timely, compliant, winning proposal deliverables
  • Monitor proposal progress against the schedule; document and communicate proposal status to key stakeholders
  • As needed, apply proposal-level domain knowledge of relevant technologies to review, edit and/or write/rewrite management, technical and price volume content from - and in coordination with - the BD Leads and cross-functional SME contributors, focusing on accuracy, readability, sufficient detail, and brevity
  • Administer the production of the proposal:
  • Help create and maintain repositories of proposal tools, including RFP documents, previous responses, response templates, conformance matrices, storyboards, and a library of graphics and key charts
  • Assemble artifacts and support win strategy for new procurement efforts by creating storyboards, and helping develop win themes, competitive strategy and the proposed solution
Perform routine quality and compliance reviews of technical proposal documents to ensure 100% compliance with RFP requirements and compelling responses
  • Apply proposal-level domain knowledge of relevant technologies to identify gaps in information received and assign questions to SMEs, decision-makers and /or partners as required
  • At the start of the process, organize deliverables and other content into response templates
  • Prepare and/or edit response templates as assigned, to include technical qualifications and requirements, experience tables, SLA and KPI conformance matrices, and other type response documents as required for production and delivery
  • Review final proposal response for compliance, clarity, and content
  • Print, assemble and ship proposal response per ETC and RFP process/deadlines
  • Work with cross-functional teams to evaluate previous proposals to save the best content for future proposal responses
Assist Business Development Leads to perform external environmental research to understand current and future customers, as well as ETC’s competitive landscape
  • Help build and maintain detailed profiles on current and future customers using various methods of research, including internet sources, interviewing employees with industry experience, direct contact, and other industry-related sources of information
  • Help analyze FOIA requests, pulling out pertinent information from competitors’ winning responses, such as competitor pricing and technology, customer notes and preferences, content stylings and descriptions, and visuals and methods of response.
Required Experience:
• Bachelor’s Degree required • 3-5 years of experience writing and managing proposals and/or technical documentation • Candidate will have excellent writing skills, be both technical and analytical, and possess • Candidate will have excellent project management skills, able to organize and lead multiple different teams on simultaneous proposal response efforts. • Customer-focused and self-motivated with a great sense of urgency and follow-through. • Excellent communicator who can quickly earn the respect of the team and customers. • Must have the ability to work effectively across internal and external organizations. Must be able to build inter-departmental relationships and influence people • Candidates to demonstrate ability to synthesize technical information, in order to read and analyze RFPs and transform the expressed requirements into polished, compelling technology sales documents. This includes:
  • Ability to develop outlines and ensure that proposals comply with customer requirements
  • Ability to write, edit, and format technical documents with confidence
  • Ability to understand customer engagements and customer procurement process
Must have the ability to work effectively across internal and external organizations. Must be able to build inter-departmental relationships and influence people Candidates to demonstrate ability to synthesize technical information, in order to read and analyze RFPs and transform the expressed requirements into polished, compelling technology sales documents.

Candidates should be proficient with MS Office products, esp. Word, PowerPoint, Visio and Excel, as well as Adobe Acrobat Pro. Familiarity with SharePoint and proficiency with graphics is an asset. Must possess structured, organized thought process along with ability to focus on details to support development and management of key functions. Some background with transportation technology solutions and systems a plus. Preference will be given to those with Tolling or ITS industry experience. Must take direction well, but also be able to operate with autonomy; must also be able to operate with some ambiguity.
