Program Specialist 2 - Financial Aid Specialist

SALARY:

DESCRIPTION:

The Financial Aid Program Specialist 2 (PS2) works in the financial aid office under general supervision and reports to the Associate Director of Financial Aid. The nature of the work is technical and requires an ability to interpret and work in accordance with federal, state, and college policies, procedures, and regulations, and to coordinate work between the various financial aid programs and the Business Office to ensure college administrative capability is maintained. The position performs complex duties and operates at the journey or fully qualified level, as defined by OFM.

This position is responsible for coordinating the information and application processes of the various financial aid programs, has extensive contact with financial aid students by providing technical support for the various program processes, and by providing problem resolution related to student eligibility issues, including citizenship status, satisfactory academic progress, income and tax issues, and other various eligibility criteria.

The PS2 also acts as liaison to other departments in the college, such as Enrollment Services, Academic Advising, Housing, Athletics, Instructional Departments, as well as the local school district. This position must interpret, review and apply program specific policies, procedures and regulations; and develop courses of action to carry out program activities needed to serve students.¿

Responsibilities include, but are not limited to:
  • Provide comprehensive service, information, and assistance in-person, on the phone, using email, and other electronic means for all financial aid programs
  • Work independently to identify and resolve student issues, complaints and exceptions for unusual circumstances as allowed by regulations
  • Assist students with the application processes, which includes the state WASFA, the federal
  • FAFSA, and the federal Direct Loan applications
  • Assist students in navigating the financial aid appeal processes
  • Assist students in completing their files based on required documentation
  • Develop and regularly provide workshops related to individual financial aid programs on the various application processes, and information sessions as needed for campus academic programs, campus departments, and the Edmonds School District
  • Create and draft letters to students related to problem resolution, regulatory requirements, and general information
  • Refer student issues that require exceptions to state or federal regulations to the Associate Director or the Executive Director
  • Maintain a broad understanding of eligibility requirements for all aid programs administered by the financial aid office
  • Conduct research using federal and state resources to resolve student eligibility issues
  • Assist with the quarterly satisfactory academic progress process on a quarterly basis
  • Process student appeals for maximum time frame (MTF) on a quarterly basis
  • Upload state and federal application records, and student documentation and review for accuracy
  • Research and confer regularly with department staff and outside agencies, such as state and national organizations, regarding interpretation of regulations, and implementation of the various program rules
  • Participate in the development of specific program standards, and help to identify areas in need of development and training
  • Attend all staff meetings as directed
  • Attend conference/training meetings as directed
  • Other duties as assigned
  • Complete NASFAA Student Eligibility certification training and pass the certification test within six months of hire
  • Complete the NASFAA Application Process certification training and pass the certification test within one-year of hire
  • Perform other duties as assigned
This is a classified position reporting to the Associate Director of Financial Aid.

REQUIRED QUALIFICATIONS:

  • Associate¿s Degree OR equivalent combination of relevant educational and work experience may be substituted for the educational requirement on a year-for-year basis
  • One (1) year full-time experience, or equivalent part-time experience, working in an office setting with a demonstrated ability to work in accordance with policies and procedures
  • One (1) year full-time experience, or equivalent part-time experience providing customer service
  • Demonstrated experience working in a collaborative team environment with diverse employees and student/customer groups
  • Effective verbal and written communication skills
  • Demonstrated ability to use Microsoft Word, Excel, and Google Workspace
  • Demonstrated ability to use computers for data entry, web applications, searching the internet, and troubleshooting basic computer issues

DESIRED QUALIFICATIONS:

  • Experience using PeopleSoft in a higher education setting
  • Experience using ctcLink (PeopleSoft) in the Washington State Community and Technical College system
  • Bi/multi-lingual¿¿¿


PHYSICAL WORK ENVIRONMENT:

Work is typically performed in an office setting, and onsite/in-person. The ability to sit at a desk/computer station, bend, stoop, walk and generally move around the office to consult with others, work within a busy environment and remain focused on tasks. Inventory management requires some lifting and moving of objects up to 30lbs. Excellent communication skills are essential. This includes the ability to speak clearly and fully comprehend written and spoken English and will include communication with people for whom English is not their first language. This also includes the ability to produce clearly written documents. Those who are multilingual are strongly encouraged to apply.


WORK SCHEDULE:

40 hours per week, Monday - Friday, 8:00 am - 5:00 pm.


COMPENSATION:

Salary range 42. Beginning salary is $42,444 - $47,688 annually, with progressive increases to $56,676, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more. Vacation and leave package includes 12 sick days per year, 11 scheduled holidays, 1 personal holiday, 2 personal leave days, and 14 vacation days per year (incremental increases to 24 vacation days per year).
