Position Title: Procurement Specialist
Qualifications:
- Bachelor’s Degree in a related field, or equivalent combination of education and experience.
- 2 to 20 years of related experience.
- Experience in the development of purchase orders/subcontracts, negotiating terms, and the subcontract approval process.
- Ability to evaluate suppliers.
- Proficient experience with computer applications, such as Microsoft Word and Excel.
- Knowledge of supply chain management and applicable laws and regulations related to purchasing.
- High level of proficiency in writing and editing skills; experience in doing market research to determine a sound acquisition strategy, develop source selection information, and develop a compliant solicitation;
- Excellent time management and problem-solving skills, with the ability to exercise independent judgement.
- Excellent attention to detail, negotiation skills and interpersonal skills
- Ability to communicate effectively, both orally and in writing.
- Ability to organize and prioritize work and meet critical deadlines.
- Possess a high level of motivation, energy, diplomacy and resourcefulness.
- Ability to work independently with minimal supervision and instruction, as well as collaboratively as part of a team.
- Ability to exercise sound independent judgement within general policy and regulatory guidelines.
- Interpret specifications and statements of work.
- Analyze proposals where price and /or technical evaluations are involved and make decisions involving multiple objectives.
- Research and interpret regulations and contract requirements.
- Establish objectives, performance criteria and measures regarding contract administration.
- Research and evaluate suppliers based on price, quality, selection, service, support, availability and other relevant factors.
- Purchase the highest quality merchandise at the lowest possible price and in correct amounts.
- Prepare purchase orders, solicit bid proposals, and review requisitions for goods and services.
- Monitor shipments to ensure that goods come in on time and resolve problems related to undelivered goods.
- Negotiate, renegotiate and administer contracts with suppliers, vendors and other representatives.
