POSITION:


Exceptional Children's Program Specialist


QUALIFICATIONS:

l. Bachelor's degree in an Exceptional Education discipline; Master's degree preferred;

2. High level of competence in knowledge of IDEA and

Procedures Governing Children with Disabilities;

3. Minimum of three years of successful teaching experience in an exceptional program area;

4. Successful experience working providing staff development for teachers and staff;

5. Broad knowledge of Exceptional Children programs; and,

6. Demonstrated organizational skills, good communication and writing skills

REPORTS TO:

Director of Exceptional Children Program

JOB GOAL:

To provide support services to exceptional and preschool staff to ensure compliance and quality instruction.


PERFORMANCE RESPONSIBILITIES:

  • Provide weekly/biweekly visits to monitor compliance issues, provide support to teachers, new staff and others, as determined by the Exceptional Children Director;
  • Ensure the implementation of required policies and procedures affecting students with disabilities; Provide support, information and consultation to parents of exceptional children, when needed or upon parent request;
  • Attends monthly inter-agency meetings to make agency referrals;
  • Functions as the local education agency (LEA) representative on the system-level IEP team when required;
  • Monitor compliance on IDEA regulations, LEA timelines, and procedures
  • Assists in the collection and analysis of data needed for the purpose of planning, reporting, securing services, and making decisions;
  • Hosts monthly EC PLCS at each school assigned;
  • Assists with supervision/observations of EC staff (including preschool teachers with EC students in their classroom);
  • Assists in providing orientation to new staff members to include IEP training, student folders, procedures, cumculum, and other requirement as needed;
  • Coordinates and assists with transition of EC preschool children from Part C, Infant Toddler Services into Part B, Preschool Services and from Preschool to Kindergarten (if assigned elementary schools); Supports teachers utilization of best practices within exceptional children's classroom;
  • Develops and maintains strong professional relationships and knowledge interchange with regular and exceptional education staff/team members within the preschool program, families, schools, child cares, public and private preschools, and the school district (if assigned elementary schools);
  • Assists with on-going review and assessment of EC program goals to determine effectiveness and continuing needs;
  • Assists in promoting good rapport, understanding, and support from local agencies and families through membership on local committees/boards (e.g. FSN, Child Care Connections, Smart Start), home visits and parent groups (if assigned elementary schools);
  • Assists with grant writing and grant data collection that will help to enhance the EC program; Assumes responsibilities assigned by the Director for EC involving system-wide needs, preschool expansion, IEP team responsibilities, and other items requested by the director; Provides other such duties, which may be assigned.

SALARY: NC State Salary Schedule, with local supplement

TERMS OF EMPLOYMENT: 10 months, as determined by funding/program needs.

EVALUATION: Annually, SERVE Appraisal Instrument
