Edgar County Public Health Department is Hiring a Public Health Administrator Near Paris, IL

POSITION OVERVIEW

Performs highly responsible administrative work in directing all activities of a local health department; directs and coordinates administrative, fiscal, and personnel operations; functions within a broad framework of existing laws and policies with latitude for individual discretion. Reports to the Edgar County Board of Health. All ECPHD staff must adhere to the Department’s Standards of Performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides direct oversight of all Division Directors and acts as Project Director for all ECPHD programs. Develops and maintains collaborative relationships with community partners. Promotes ECPHD programs through appropriate channels to reach eligible participants.
  • Collects and analyzes data. Identifies gaps in care and develops proposals for planned growth of services and programs.
  • Participates in formulation and drafting of grant proposals; assembles supporting information and condenses it to highlight areas of critical budgetary and grant needs. Assumes primary responsibility for developing and implementing projects and expansions.
  • Prepares and submits programmatic and financial reports detailing program status, issues, concerns, initiatives, and progress to the Board of Health.
  • Ensures proper collection of program data and detailed documentation for program evaluation.
  • In cooperation with the Assistant Administrator, prepares and submits required reports for funding organizations.
  • Designs, develops, and implements appropriate ECPHD policies, protocols, and procedures that comply with the most current accepted professional standards (Best Practices). Seeks BOH approval as required.
  • Ensures all staff are compliant with licensure requirements and required annual training, including, but not limited to OSHA, HIPAA, disease transmission, and infection control practices.
  • Provides policy interpretations in administrative matters for departmental staff and clients
  • Develops, implements, and maintains operational methods and procedures for the administration of public health programs of the ECPHD.
  • Responds to disaster emergencies, in conjunction with the Emergency Preparedness Director, by directing ECPHD activities and resources; maintains high-level emergency preparedness skills; in coordination with Emergency Preparedness Director, Directs and supervises emergency response plans.
  • Represents the ECPHD in the Community by participating in meetings, task forces, and community improvement groups.
  • Responsible for personal as well as Departmental full compliance with all applicable federal, state, local, and organization rules, regulations, protocols, and procedures governing public health programs, as well as those relating to, but not limited to, workplace safety, and confidentiality.
  • Maintains communications with Edgar County officials and state/regional authorities.
  • Additional duties may be assigned based on operational needs of the department

REQUIRED SKILLS, KNOWLEDGE, and ABILITIE

  • Ability to communicate verbally and in writing with officials, stakeholders, and staff.
  • Ability to interpret and write technical reports.
  • Ability to write work plans, grant reports, and seek grant opportunities.
  • Requires extensive knowledge of the administrative aspects of public health.
  • Requires ability to exercise a high degree of initiative and administrative capacity in planning, directing, and coordinating the activities of multi-disciplinary subordinates and support staff.
  • Ability to be flexible to meet changing workload demands, emergencies, and priorities.

SUPERVISORY RESPONSIBILITIES

Requires direct supervision of all department directors and assistant administrator, and indirect supervision of all ECHPD staff.

EDUCATION and EXPERIENCE

  • Master’s degree in public health from a college or university accredited by the North Central Association or other regional, nationally-recognized accrediting agency, and two (2) years of full-time administrative experience in public health; OR,
  • A graduate degree in a related field from a college or university accredited by the North Central Association or other regional, nationally-recognized accrediting agency, which may include but shall not be limited to a master’s degree in public administration, nursing, environmental health, community health, health education, and two (2) years of full-time administrative experience in public health; OR,
  • A bachelor’s degree from a college or university accredited by the North Central Association or other regional, nationally-recognized accrediting agency, and four (4) years of full-time administrative experience, of which two years must be in public health. Must have a working knowledge of human resources and public health programs.
