The Opportunity
As Director of Econometrica’s Health Group, this person will oversee day-to-day activities, manage budgets, and serve as the primary point of contact for internal and external team members across several federal contracts.

Responsibilities

Technical Capabilities

  • Oversee the work on new and existing engagements – examples of this oversight include involvement with one to all of the following items: product design, workplan development, methodologies, dataset development, client transition. Other acceptable oversight activities include assistance with resource allocation, risk identification, and issue mitigation. Proof of oversight can be evidenced by a bi-annual update to the past performance (or other documentation) that elucidates at least some of these factors.
  • Direct all their staff on at least a weekly basis via direct or manager supervision, checking work, and managing workflows for all projects within their Group, including providing client billable support when possible and consistent attendance at client meetings. Evidence of this direction can be found by proof that the client knows the Director by name and sight and the Directors active knowledge of projects and staff.
  • Expand the technical capabilities of staff assigned to our current contracts.
  • Be responsible for the ultimate success of the project and personal relationship with the client.
  • Review monthly invoice accuracy. Approve all project teaming arrangements. Ensure all major Group deliverables or deliverables submitted to core agencies are of high quality prior to submission. When Directors are working across technical groups, efforts should be made to keep other Directors updated on items that will affect their core agencies. This can be evidenced by the Director and Project Manager agreeing in advance what deliverables must be reviewed by the Director by submission and then the Director reviewing said deliverables and sharing non-confidential deliverables with other Directors when warranted and information (what, when and to whom) on the submission when confidentiality prevents sharing.
  • Communicate with clients to ensure satisfaction with technical work and resolve any issues that arise. Monitor project and overhead spending, including reviewing and approving invoices and purchase requests. Provide subject matter expertise on technical work as needed.
  • Be ~40-80% billable across all projects/contracts when feasible (i.e. a Director should not be >80% billable 100% of the time because they would be unable to conduct all of their duties; a Director shouldn’t be <40% billable 100% of the time because they would not be able to provide in-depth staff and project oversight and rapport with federal funders as required in their duties).

  • Ensure our current agencies are happy with our performance.
  • Provide guidance to their Group and Econometrica as a whole. Supports the efficient running of their Group and Econometrica to promote a noticeable annual increase in technical capabilities, business development and happy clients and staff, as well as report on this performance. This includes setting annual Group technical direction and goals as well as ensuring the vision/goals are achieved each year and aligns with corporate goals.
  • Participate in forming and supporting corporate direction/strategy, including regular participation in senior staff meetings setting company-wide goals and policies. Supporting other Technical Groups at Econometrica and using Administrative Groups for their designated functions.
  • Encourage employee training and technical development in the areas beneficial to the company; recommend specific trainings/development opportunities to staff as well as oversee the proper technical development of junior staff at Econometrica. Identify and participate in, including making a way for Group staff to participate in technical conferences/ networking events to increase capabilities knowledge of Econometrica, and foster an image of excellence for Econometrica.
  • Support supervisors and other group directors in managing personnel issues. Be in constant communication with other groups or project teams to ensure optimal staff coverage.
  • Lead by example by following and reinforcing all company policies and procedures with staff, including working with the Administrative Teams of Econometrica:
  • Directors, in concert with HR, recruit and maintain a highly technical staff for their Group. Directors will also ensure an annual review of all fulltime employees within their group and ensure some feedback is given to all part-time employees within their group on at least an annual basis, as well as give feedback to the Director of other staff that regularly work with your Group or who have performed a significant service for your Group.
  • Ensure their Group remains fiscally sound (i.e., profitable and spending out contracts when feasible), working with Contracts/Accounting on group revenue performance.
  • In concert with Editing, ensure all Group past performances remain current.
  • Work with Graphics and Website personnel to keep the company website updated and at least an annual update to any Group specific factsheets or brochures.
  • Ensure all project and other software purchased by staff within the group is made known to IT.
  • Supports Econometrica security efforts, and company policy and procedures around equipment, workspaces, and software.
  • Contribute to the update and revamp of policies and procedures on an annual basis, as well as assist HR with the annual survey development and encourage responding.

Business Development

  • Maintain and expand our presence at current agencies.
  • Build relationships with other companies for teaming and opportunity pursuit.
  • Directors are responsible for the BD pipeline for their Group. This Includes generating task orders, renewals, and extensions from existing engagements or with clients known to Econometrica.
  • Lead and support business development efforts including writing to RFPs and RFIs in sufficient numbers to support the company’s current revenue with an eye on Group revenue specifically.
  • Be accountable for appropriate staffing of the proposal team and ensuring that every effort with at least 10 business days is submitted 1 day in advance of the deadline; efforts with 5-9 days are submitted 4 hours in advance of the deadline; and efforts with 4 or less days are submitted 1 hours in advance of the deadline. Directors will be held accountable for any late submissions per the government stated deadline. Business development efforts should include keeping and engaging good relationships with existing and new partners, as well as focus on avenues to increase Econometrica’s book of business when possible.
  • Keep a pipeline of business development for at least one year into the future and replace opportunities when they drop off. Directors should mentor their team in improved BD processes, tracking and capture, as well as approve all proposal teaming arrangements.
  • Ensure all Group proposals or proposals submitted to core agencies from others within Econometrica are of high quality prior to submission by personally reading and approving them at the gold team stage or assigning a delegate to review on the Director’s behalf. If a Director finds the proposal unacceptable, the technical lead and all other relevant personnel will take steps to rectify the issue.
  • Work with Contracts on budget development and coordinate with contracts on business proposal materials.

What You Bring to the Table
Position Requirements

  • Experienced project director with demonstrated capabilities managing multiple subcontractors and consultants in health-related work, including measure development, and managing complex timelines and communication processes in coordination with CMS and other stakeholders.
  • Expertise in a variety of qualitative research techniques, including conducting structured telephone interviews and site visits and coding and content analysis.

Education and Experience

  • Advanced degree in health or related field is required.
