Position Description:

Ecompex is recruiting for an Engineering Support Lead to provide professional support services to the U.S. Customs and Border Protection (CBP) to support real property, technical, energy and environmental objectives and critical missions. Some responsibilities of this position can include construction management, quality assurance, site visits/inspections, risk assessments, budgeting, scheduling, among other relevant tasks. Occasional travel will be required. Work is on-site.

Minimum Qualifications:

  • Must be a US Citizen and be able to pass a Tier 1 background investigation to be placed in a position of Public Trust.
  • Bachelor’s Degree related to the position.
  • Experience working with USACE, GSA, and FAA preferred.
  • Experience in construction project management.
  • Experience with Government contracting.
  • Minimum of ten (10) years’ experience.

Desired Qualifications:

  • Extensive experience with Microsoft Office suite including SharePoint, Word, Excel.
  • Strong communication, written, and verbal skills.
  • Extensive experience with developing and reviewing technical drawings and plans.
  • Familiarity with the complete project life cycle, from initial design stages to project completion and closure.
  • Strong knowledge of federal government design regulations.

Required Skills:

  • Experience with Microsoft Office Suite and systems such as SharePoint, SAP, FITT, WMS, and TRIRIGA.
  • Knowledge of risk management principles and practices, including the ability to document and identify risks throughout the project lifecycle.
  • Extensive experience in construction management.
  • Experience reviewing Scope of work to ensure conformity of work performed on construction sites.
  • Knowledge of construction management principles and practices, including experience in overseeing construction projects.
  • Extensive experience tracking project progress, budgets, schedules, and contractual requirements.

Responsibilities:

    • Monitor every phase of facility and/or tower construction or alteration projects, collaborating closely with BPAM Operations to develop and validate project requirements.
    • Work alongside stakeholders like USACE, FAA, and GSA to develop and manage various construction projects.
    • Provide comprehensive support for project planning and development, including monitoring project real estate and environmental requirements, managing risks and project communications, and tracking project scope, configuration management, budget, schedule management, and contract Request for Proposal (RFP) review.
    • Ensure accurate maintenance of project data in designated systems of record, such as SharePoint, SAP, FITT, Work Management System (WMS), and TRIRIGA.
    • Track and report progress, quality of work, and materials and validate conformity with project specifications and drawings.
    • Recommend solutions for site-specific problems through written reports or oral presentations.
    • Prepare and provide project-specific construction progress reports for each site visit.
    • Develop and implement quality assurance methods, acceptance criteria, and milestones for project deliverables.
    • Assist in quality assurance functions, including process control, performance metrics, risk analysis, quality metrics reporting, and lessons learned analysis.
    • Assist in site visits, project evaluations, and developing project requirements documents.
    • Coordinate with project team members and stakeholders for project completion.
    • Assist in evaluating and presenting alternative project solutions for Government review.
    • Provide technical support on construction sites and project inspections.
    • Prepare trip reports for each visit in support of construction management.
    • Review and consolidate final project closeout documentation.
    • Ensure timely financial closeouts and contract de-obligations.
    • Provide configuration and change management support.
    • Submit change requests through the FITT system.
    • Conduct risk management activities from inspection to project close out.
    • Document and quantify risks using the PMO’s risk estimation worksheet and update risks in FITT.
    • Upload schedules, risk, cost, and performance data in the TRIRIGA and FITT systems prior to monthly project review calls.
