ECI - Sacramento is Hiring a Senior Microsoft Project Scheduler / Requirements Manager (FT) Near Sacramento, CA

The consultant will provide project scheduling and requirements management expertise for the California Automated Lobbying and Campaign Contributions and Expenditure Search System (CAL-ACCESS) Replacement System (CARS) Project. The CARS Project is a medium-complexity, mid-level information technology (IT) project involving information system development, integration, data conversion, and deployment.
Minimum Qualifications:
  • The candidate will have a minimum of 7 years working in Information Technology performing in either a Senior Project Manager role or a Business Solutions Analyst capacity with extensive and increasingly responsible experience applying PM principles, methods, techniques, and tools.
  • At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT projects.
  • Education: This classification requires the possession of (a) a bachelor’s degree, and (b) a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI), which copies will be required to send to the Client.
Additional mandatory qualifications:
For project scheduling, candidates will have the following specific experience:
  • At least three (3) years within the last seven (7) years of demonstrated experience using Microsoft Project to plan, develop, maintain, and report on highly complex integrated master schedules and work plans for an IT project of similar size and complexity as the CARS Project.
  • At least three (3) years within the last seven (7) of demonstrated experience managing highly complex integrated master schedules and work plans using industry best practices and standards (e.g., Institute of Electrical and Electronic Engineers, Project Management Body of Knowledge, and/or Software Engineering Institute).
  • At least two (2) years of demonstrated experience scheduling change management and/or work authorization changes on an IT project of similar size and complexity to the CARS Project.
  • At least two (2) years of demonstrated experience with integrated and very detailed work plans, utilizing sophisticated technology tools (i.e., Gantt, PERT, milestone charts, and other best practices project management techniques) to incorporate different levels of progress in customized reports.
  • At least two (2) years of demonstrated experience facilitating discussions with stakeholders for data gathering and work plan development.
For the Requirements Management:
  • At least two (2) years within the last seven (7) years of demonstrated experience using Microsoft Azure DevOps for requirements management and traceability for an IT project of similar size and complexity to the CARS Project.
  • At least three (3) years within the last seven (7) years of demonstrated experience building and maintaining a requirements repository on an IT project of similar size and complexity to the CARS Project.
  • At least two (2) years within the last seven (7) years of demonstrated experience in creating queries and reporting for dashboards, pipeline reports, etc. in Microsoft Azure DevOps.
  • At least two (2) years managing end-to-end traceability of requirements on at least one government IT project.
Desired qualifications for either role:
  • Possession of the PMI Project Management Professional (PMI-PMP)® certification (must provide a copy of certification).
  • Possession of the PMI Scheduling Professional (PMI-SP)® or "Microsoft Project Certification" accreditation (must provide a copy of certification).
  •  Experience with project management approaches, tools and phases of the CDT Project Approval Lifecycle.
  • Knowledge of California campaign finance, lobbying, and electronic filing information and requirements.
