Functions

Responsible for overseeing adherence to cost and schedule of commissioning, including dockside tests, trials, and delivery. Provide critical data, including presentations and metrics, to support both the Company’s Program Management team and Technical Support teams, which are geographically located throughout the United States and abroad. Research and analysis functions may include program tracking and forecasting, project evaluation and monitoring, maintaining compliance with government regulations, and performing any data analysis relevant to project tasks.

Essential Duties and Responsibilities:

Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may be different than described.

  • Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays.
  • Overall responsibility for tracking compliance to cost and schedule for testing/trials stipulated by the program contract.
  • Responsible for Earned Value Management System (EVMS) requirements assigned to the OPC Test and C5 Teams, as either the Control Account Manager (CAM) or supervision of CAMs.
  • Participate in IBRs, surveillance interviews, and other USCG required activities to meet program requirements. Proactively participate in the EVMS process in upfront planning of activities within the area of responsibility.
  • Responsible for ensuring schedule and budgets are properly aligned with the Integrated Master Schedule (IMS)
  • Participate with planning/scheduling to create (via decomposition) discrete work activities including labor, scope, and phasing ensuring the activities accurately track work and claim progress as work is complete. Organize work in a phase-focused manner so as work is completed it can be progressed, and accurate program progress can be demonstrated.
  • Responsible for supporting and executing robust total ship test program including development of test processes, test metrics, timely submittal of CDRLs at a dedicated production facility in Panama City, and shipboard and acceptance trials.
  • Support the Test Director and other test managers in ensuring competing priorities of all Testing and Activation projects will deliver results within financial and schedule specifications.
  • Work closely with hull management and production controllers on C5 equipment (racks, consoles) load-out plans for the hull, progress reporting, and issue resolution.
  • Responsible for the build-out, modifications, and operational maintenance of the C5ISR Production Facility.
  • Support production, test, launch, and trials readiness reviews.
  • Maintain all test metrics and communicate timely to the program office.
  • Coordinate with Production, Engineering, and Project Management to ensure that the shipyard testing strategy is being followed.
  • Perform other duties as instructed.

Supervisory Responsibilities

Will directly supervise employees assigned to the OPC Test Dept. Travel is primarily local, although some out-of-area and overnight travel may be required.

Reporting Relationship

This position will report to the OPC Test Director.

Job Requirements

QUALIFICATIONS

Education/Experience:

Bachelor’s degree in Engineering or related studies with five or more years experience in USCG/US Navy shipboard testing desired. An equivalent combination of education and experience may be considered. Experience with integration of a test program into Program Integrated Master Schedule (IMS) and EVMS, starting with design through fabrication, construction, and delivery required. Experience desired in Contract Design Requirements List (CDRL) Development and Management; Navy INSURV acceptance trials desired; developing test procedures using American Bureau of Shipping (ABS) naval vessel rules (NVR) requirements.

Skills:

Intermediate level to Advanced Microsoft Office including Word, Excel, and PowerPoint. Ability to read, analyze, and interpret, professional journals, technical procedures, or governmental regulations. Ability to interpret contract requirements, specifications, and drawings into a comprehensive test program. Ability to prepare and brief presentations of the test program to internal (Company) and external (Government) management teams. Ability to effectively present information and respond to questions from management, government officials, and the public. Must have accurate written and verbal communication skills to carry out and understand assignments, and/or convey or exchange routine information. Ability to rapidly obtain, sort, filter, and analyze large volumes of data for distillation into high-level reports. Ability to work both independently and as part of the project team with the ability to exercise diplomacy and tact.

The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job.

This job will operate in multiple environments, including a professional office environment, and Shipboard during the production, outfit, test, and delivery phases of each Ship. The employee must be able to work in a ship production environment, including climbing, entering tanks and voids, etc., in all weather conditions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
