East Bay Asian Local Development Corporation (EBALDC) is seeking one (1) regular full time Project Manager I/II  in Oakland, CA.

Summary:

Project Manager I: The Project Manager I is responsible for originating, scheduling, financing, coordinating, and implementing all aspects of EBALDC’s Healthy Neighborhood real estate development projects, including affordable, mixed‐income, and mixed‐use housing developments and commercial developments. Projects may include new construction, rehabilitation of existing buildings, acquisitions of market‐rate multifamily buildings, or real estate consulting to nonprofits, including for office space development. The Project Manager I has broad responsibility for shaping the design, financing, program and strategy for these projects throughout the feasibility, acquisition, predevelopment, construction, and turnover‐to operations phases. Depending on experience and ability, the Project Manager may take the lead role in up to three active projects at any one time.
Project Manager II: 
The Project Manager II is responsible for originating, scheduling, financing, coordinating, and implementing all aspects of EBALDC’s Healthy Neighborhood real estate development projects, including affordable, mixed-income, and mixed-use housing developments and commercial developments. Projects may include new construction, rehabilitation of existing buildings, acquisitions of market-rate multifamily buildings, or real estate consulting to nonprofits, including for office space development.The Project Manager II has broad responsibility for shaping the design, financing, program and strategy for these projects throughout the feasibility, acquisition, predevelopment, construction, and turnover-to-operations phases. This role involves increased skill level, independence, and responsibility from the Project Manager I role. Depending on experience and ability, the Project Manager may take the lead role on up to three active projects at any one time. 

Job Responsibilities: 

  • Financial Feasibility: develop strategy for 4%/9% low income housing tax credits, historic tax credits, new market tax credits, tax exempt bonds, and competitive gap financing and project-based voucher applications. This involves evaluating alternative financing approaches; providing direction to the financial consultant; and coordinating with internal stakeholders and other third-party consultants on development and operating budget inputs
  • Programmatic feasibility analysis: develop strategy in consultation with internal stakeholders and consultants for meeting supportive services, amenities, and design commitments as conditions of financing, entitlements, and construction approvals. This involves providing feedback and guiding alternatives (e.g., cost-benefit analysis, architectural and engineering strategies) to meet project needs.
  • Continuous improvement process: lead and implement post-occupancy evaluation of projects. This involves overseeing post-occupancy considerations, including physical, financial, regulatory, or process improvements
Secure Sources of FinancingWith guidance from Supervisor:
  • Funding Applications: create and implement workplan and schedule for internal and external parties for completing application(s) that align with funding strategy. This involves managing deliverables with internal stakeholders and third-party consultants; and bearing ultimate responsibility for quality control and submittal of application deliverables
  • Capital Markets Private Financing: leading selection of the financial team, in coordination with senior staff. This involves drafting the capital markets Request for Proposals; responding to investor and lender queries; and bearing ultimate responsibility on negotiation of final terms for commitment letters/term sheets
  • Escrow and Draw Process: lead loan closing process. This involves responding to lender and investor due diligence; coordinating internal stakeholders and third-party consultants; finalizing development and operating budget assumptions; managing flow of funds across multiple parties through escrow; bearing ultimate responsibility for internal review and approval of loan documents (including guarantees, indemnities, risks, mitigants); and overseeing document handoff
  • Conversion and Placed In Service Process: lead conversion and placed in service processes. This involves working with auditor and financial consultant on lease-up and relocation schedules, cost certification, and project audit; finalizing operating budget; bearing ultimate responsibility for escrow and loan closing process; bearing ultimate responsibility for final payments, compliance, and close-out with financial partners; bearing ultimate responsibility for placed-in-service documentation and submittal process; and leading transition to Asset Management
Build Support & Obtain ApprovalsWith guidance from Supervisor:
  • Internal Stakeholders: convene and lead internal project team members, including EBALDC Property Management, Asset Management, Commercial Real Estate, Neighborhood Economic Development, Healthy Neighborhoods, and Finance and Accounting staff to maintain continuous input throughout the course of the project and ensure organizational goals are met. This involves internal project strategy meetings; and engaging supervisors to elevate and resolve obstacles
  • External Stakeholders: lead external stakeholder involvement, including attending/facilitating community meetings, planning sessions, public hearings, and other events as required. This involves effectively communicating and promoting EBALDC’s goals, mission and values
  • JV Partners, If Applicable: convene and lead (with oversight from RED Associate Director or Director) in negotiation and management of joint venture or partnership agreements where applicable. This involves meeting coordination; tracking and coordinating decision-making; streamlining accounting procedures across multiple parties, and engaging supervisors to elevate and resolve obstacles
  • Planning Entitlements: lead planning, permit, and environmental approvals, including management of consultants as needed. This involves making presentations before public bodies and working with the project team and public agency staff to oversee deliverables and approval processes
  • Board Approvals: lead the corporate approval process, including responsibility for accurate and transparent Board requests that capture full extent of project exposure and liabilities. This involves coordinating with internal and external parties, drafting Committee and Board memos and resolutions, attending Committee and Board meetings, and formation of new entities
  • External Relations: as needed, initiate and coordinate public relations, outreach, and fundraising efforts, including EBALDC representation at community meetings, local and statewide associations, city council, housing committees, planning and zoning committees, and other project- or industry-related events. This involves supporting project events (e.g., groundbreaking, ribbon cutting), project-related material for the communications team, and media relations coordination; and engaging supervisors to elevate and resolve obstacles
Project ManagementIn addition to project management duties already listed, with guidance from Supervisor:
  • Project Teams: assemble and manage internal and external development team members. This involves selecting, negotiating with, and managing of non-construction-related project consultants (e.g., legal, finance, and other special consultants) and construction-related consultants (e.g., architects, general contractors, engineers); overseeing and supervising internal real estate development team members; and maintaining cordial relationships across the organization and project partners to ensure adherence to project budget and schedule
  • Pre-Construction: lead site control, entitlements, design, and financing phases of projects to meet organizational objectives. This involves overseeing the predevelopment budget, project timelines and schedules; negotiating project contracts and monitor compliance; overseeing project design development(programming, project plans, specifications); and conformance with corporate standards and lender, investor, and regulatory requirements
  • Construction: lead the construction phase of project. This involves finalizing, refining, and monitoring of the construction budget; preparing, updating and adhering to project timelines and schedules; overseeing the construction process including compliance with local government and lender requirements; and working with Property Management and Resident Services to facilitate affirmative marketing and smooth transition to occupancy
Other Tasks as Assigned
  • Professional Development and Department Infrastructure: attend external training and industry conferences that are recommended by RED Director or Supervisor. Participate in internal departmental and company-wide professional development and infrastructure-building opportunities, including peer-to-peer training
  • Business Development: work with department leaders to identify and evaluate feasibility of potential project sites and development opportunities. This involves facilitating priority-setting meetings; conducting due diligence; analyzing project feasibility; and negotiating and closing the acquisition of new vacant or occupied properties
  • Special Projects: manage discrete tasks across other projects or properties, such as researching funding opportunities for energy efficiency and renewable energy implementation

Required Qualifications: 

  • A minimum of two years of housing development experience. Ability to structure affordable housing financing including technical fluency with low income housing tax credits, State of California housing programs, federal housing programs (such as HOME, CDBG, Section 8), and
  • A minimum of three years of housing development experience. Demonstrated experience with affordable housing development finance is required including fluency with low income housing tax credits, State of California housing programs, federal housing programs (such as HOME, CDBG, Section 8), and local City or County financing
  • Proficiency with Microsoft Office Suite, including SharePoint, and familiarity with Salesforce and Adobe
  • Bachelor’s Degree in Business Administration, Planning, Architecture or a related field. Master’s degree preferred
  • Valid U.S. Driver’s license

Physical Demands:

  • This job requires simple grasping and fine manipulation, sitting at a desk and using a computer for extended periods of time, moderate use of telephone standing, walking, bending and reaching. Salary Range:

Project Manager I: $100,000 - $110,000 annually 
Project Manager II: $110,000 - $120,000 annually
