HR Specialist

POSITION DESCRIPTION: HR Specialist
SALARY: $26.00- $27.30

Position Available: 1

LENGTH OF WORK YEAR: 40 hours per week; 12 months per year (Flexible)

ESSENTIAL JOB RESPONSIBILITIES:

Staff Recruitment (80%)

  • Assisting with determining applicant qualifications by interviewing applicants, analyzing responses and comparing qualifications to job requirements.
  • Works with management to ensure timely understanding of current and future workforce needs and implements improvements to staffing processes.
  • Assists with building community connections to establish applicant resources by researching and contacting community recruiting resources such as colleges, employment agencies, media, and internet sites.
  • Oversees preparation of interview panels, materials and schedules, ensuring compliance with all funding
    mandates and CBA mandates ensuring all panel(s) are trained in interview policy and procedures, compliance with fair and impartial hiring practices.
  • Advises HR Manager on recruiting processes and makes recommendations.
  • Oversees the creation of internal agency and external advertising announcements and tracks all recruitment data.
  • Assists with screening all applications to determine if applicant meets the educational and experience requirements as listed in the position description and advertised requirements.
  • Other duties as assigned within the scope of position classification.

Records Maintenance (10%)

  • Oversees/ensures appropriate documentation for all personnel movement, onboarding and notifications are complete and in compliance with CBA, and E Center Hiring Policies.
  • Assists with preparing vacancy analysis reports, including conclusions and recommendations for solutions of recruiting challenges.
  • Other duties as assigned within the scope of position classification.

SECONDARY FUNCTIONS:

  • Coordinates the printing and distribution of employee badges as necessary
  • Ensures that schedules, materials etc. for orientations are prepared.
  • Performs new hire orientations and miscellaneous trainings.
  • Ensures all confidential information (verbal and written) remains secure and that discarded/expired items are shredded.
  • Supports Agency Safety program.

Other duties as assigned within the scope of position classification.

MINIMUM EDUCATION/EXPERIENCE REQUIREMENTS:

  • High School Diploma and 2 years administrative experience (Required).
  • Associate’s Degree required in Business or Public Administration, Human Resources Management or related field; or a minimum of 2 years’ experience in staffing recruitment (Preferred)
  • Bilingual, bi-literate, English/Spanish, English/Punjabi, English/Hmong, and/or other language ability based on program needs (Preferred).
  • E Center requires State regulations require a physical examination, current tuberculosis test, and verified fingerprint and criminal record clearance before beginning work.
  • Possession of a valid driver license; current personal vehicle insurance or safe driving record sufficient to ensure insurability through Agency policy.

ADDITIONAL DOCUMENTATION REQUIRED:
Resume, Cover Letter, a minimum of three (3) Professional References, a minimum of two (2) Letters of Recommendation, Transcript(s) clearly identifying required coursework

**IMMUNIZATIONS REQUIRED. Must be current on Measles, Pertussis, and Influenza immunizations per Senate Bill 792 in the State of California. Current proof of shots must be provided before hire.
