General Objective:
Afloat Training Group Middle Pacific (ATG MIDPAC), is part of the Afloat Training
Organization (covering the West Coast, Hawaii, Guam, and Japan) which prepares
warships to be ready for tasking for Navy operational commanders. The organization
provides comprehensive tailored training and assessments to ensure all Pacific Fleet
warships are certified as ready for tasking or deployment.
Job Tasks:
Prepare Correspondence Reports and Maintain Files –
- prepare naval correspondence letters, messages, memoranda’s, and provide filing services for review and acceptance by ATG MIDPAC employees for personnel pay and benefit functions.
- perform the following tasks:
- perform an estimated 100 administrative edits to various pay databases and administrative spreadsheets per week.
- Maintain documents in an electronic file format for easy retrieval.
- Operate a computer to include peripheral equipment using modern office equipment as an aid for day-to-day operations.
- Manage and maintain organizational systems for paper and paperless documents used in daily or archival activities to include the administrative tickler file. The estimated occurrence is daily.
- Knowledge and working fundamentals in various software applications to include: Microsoft Word, Outlook, Access, Excel, PowerPoint, as well as common Navy software programs, Sales Force, TOPS, Navy Department Awards Web Services (NDAWS), Navy Standard Integrated Personnel System (NSIPS), SharePoint, and other software programs that are accessed to track and maintain information. Will require working foundation on desktop computers, printers, and scanners.
- Maintain command working personnel files on all command members ensuring copies of all pay documents provided to PSD are copied and kept on file in accordance with applicable Directives. The estimated occurrence is daily.
- Input all data and upload all documents into automated systems necessary to in and out process members for assignment or enlistment, process completion of reenlistment, promotion, separation, pay, entitlements, or similar matters. Conduct records review upon arrival and checkout of command with members; report pay and benefits eligibility requirements per applicable guidance and directives; explain completed documents to member and ensure that forms are signed, submitted and in compliance with DON guidelines. The estimated occurrence is daily.
- Perform Pay and Personnel Administrator tasks –
- provide Pay and Personnel Administration for the command support services to all military personnel to support them in the areas of military pay, personnel records and military entitlements.
- perform the following tasks:
- Attend all required Annual pay and personnel administration training.
- travel to other locations in Joint Base Pearl Harbor-Hickam in support of this training. The estimated occurrence is 2 times per month.
- Will require communication between military personnel and the Command leadership and admin staff: Commanding Officer (CO), Executive Officer (XO), Command Master Chief (CMC), Administrative Director (N1), Command Yeoman, Command (YN) Personnel Specialists (PS), Command Career Counselor (NC). This includes communicating military personnel (MILPERS) issues and information to the personnel listed above and Regional Support Center (RSC) Pearl Harbor (PH) through meetings, telephone calls, and written correspondence or e-mail.
- Liaisons with RSC PH (and other applicable facilities/units) to ensure every aspect of pay and personnel support is accomplished accurately and in a timely fashion. Using extensive knowledge of MILPERS regulations and directives, prepare, verify, file, and distribute MILPERS documents which include documents for newly reporting and for detaching MILPERS, Temporary Additional Duty (TAD) orders, retirement documents, reenlistment documents, naval messages, pay, entitlements, and benefit correspondence and correspondence related to various military personnel actions. The estimated occurrence is daily.
- Provide accurate pay record maintenance and provide RSC PH with necessary documentation for service record entries. Advise military members to periodically check their service record and update their Record of Emergency Data Form (Page 2) using RED/DA. Assist military personnel with establishing and/or updating electronic records (i.e. NSIPS, RED/DA, etc.). The estimated occurrence is 5-8 times weekly.
- Submit NAVPERS 1070/613- Administrative Remarks (Page 13) service record entries in accurateness to MILPERS regulations for a variety of reasons, to include travel, pay, entitlements, and benefits. Contractor will process Page 13’s to account for command personnel conducting shipboard and overseas travel using NSIPS, and TOPS and submit by the following business day.
- Provide Check-in/Check-out guidance and management for all gains, extensions, PCS Transfer, TAD, travel claim and Retirement/Separation of military personnel (approximately 5 per week of each). Issue Waiver Requests for service members for security deposits (utility, electric and telephone), verify employment, submit Sea Pay, SDAP, ITEMPO data upload, and provide Statement of Service Letters, which are approved and/or signed by government official. Estimated occurrence is 4-7times per week.
- Utilizing the guidance of the MILPERSMAN, assist service members by providing information to service members regarding PCS transfers and other events such as special duty screenings (recruiter, recruit division commander, flag staff assignment), overseas screening completion/messages, suitability messages for family members, requests for dependent approval etc. The estimated occurrence is daily.
- Customer Service – The Contractor shall respond to administrative needs of command members both military and civilian. The Contractor shall provide the following tasks:
- Provide command check-in/check-out processing. This function will require a working understanding of travel documents, pay, entitlements, reimbursements, and benefits during the permanent change of station process. May require redirecting any questions that are unavailable in the command or Navy’s policies to the appropriate person or department to RSC. The estimated occurrence is 4-7 times per week
- Maintain the administrative office and personal workspace to present neat and a professional appearance. Contractor personnel are responsible to maintain their workstations in a safe and sanitary condition.
Qualifications:
All personnel provided by the contractor shall have the knowledge, ability, and skill level
required to perform the work in each of the functional areas stated in performance
requirement and tasks. Personnel assigned to or utilized by the Contractor in the
performance of this contract shall be fully trained and capable of performing in an
efficient, reliable, and professional manner. The Contractor’s personnel shall possess the
following minimum qualifications:
- Minimum of one-year experience working in Navy personnel and administrative support.
- Contractor personnel shall be technically proficient and have good working knowledge of
Microsoft Office Suite products (e.g. Outlook, Word, PowerPoint, Excel) and Adobe
programs.
- Contractor personnel shall be skilled in oral and written communications to produce narrative reports, routine letters, memoranda, instructions and notices and to assist command personnel, supervisors and managers with the recommended changes to submitted documents.
- Typing skills - Ability to type 60 WPM.
- Contractor personnel shall have working knowledge of Navy Personnel, administrative, records and correspondence procedures and practices.
- Contractor personnel shall have working knowledge of the Navy pay and benefits DON Correspondence Manual, Navy protocol procedures, Joint Travel Regulation (JTR), the items listed in Section 4.1 of this PWS, and various other relevant Navy and DOD Instructions and Notices.
- Contractor personnel shall have knowledge of the basic structure of military organization and rank hierarchy, with sufficient understanding to independently handle problems and ask for guidance at the appropriate level. – Minimum 1-year experience.
- Contractor personnel shall be able to use a variety of office automation software in support of the organization, including transaction online processing system (TOPS), Naval Standard Integrated Personnel system (NSIPS), Fleet Training Managemen Planning System (FLTMPS), Total Workforce Management Services (TWMS) and an other software involving personnel and manpower management. – Minimum 1-year experience.
- All contractor personnel shall be sufficiently competent in reading, writing, speaking, and understanding English to interact with others to explain complex actions taken in regard to a military member 's entitlements, allowances, or collections.
