This position performs technicaland administrative tasks associated with a wide-variety of purchasing-related responsibilities. This position also provides a high-level ofsupport, with purchasing card management, to County employees.
Generally, the hiring range is $57,199-$71,499 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

  • Reviews on-line purchase requisitions,by verifying the accuracy and completeness of all information, to ensure that submissionsfollow County policies. Review and enterchange orders, following the same guidelines.
  • Serves as the alternate ProgramAdministrator for our county-wide purchasing card program. Orders new purchasing cards, adjusts/cancelsexisting cards, and provides research data, as needed. Assists cardholders and level managers withthe JPMC SmartData program.
  • Assists in the preparation ofbids/proposals, the facilitation of pre-bid/proposal/site visits, theevaluation of bid/proposal responses, and the coordination of meetings/interviewswhile maintaining the integrity of the procurement process from start tofinish, ensuring fair and open competition. Provides back-up for the Purchasing Supervisor.
  • Provides coaching/guidance andassists in planning/providing training to administrative support staff involvedin the procurement of goods and services.
  • Conducts sourcing and research,and performs reference checks, as needed.
  • Verify/update/maintain records,filing, scanning, and data entry/retrieval.
  • Manages the county-wide copiercontract. Creates charge-back journalentries and ensures the payment of associated invoices.
  • Provides assistance and performsvarious functions in the self-service copy center.
  • Performs all other duties, asassigned.

SUPERVISION RECEIVED: This position reports to the PurchasingSupervisor; most work will be reviewed/signed off by the Purchasing Supervisor.
SUPERVISORYRESPONSIBILITIES: This is anon-supervisory position.
INDEPENDENT JUDGMENT: This position works within defined parametersand scope of responsibility. Ability toassist other County employees and vendors with questions. This position must be familiar with all purchasing-relatedCounty policies.

MINIMUM QUALIFICATIONS:

EDUCATION and/orEXPERIENCE:

  • A Bachelor's Degree from an accredited college or university inFinance, Accounting, Business Administration, Purchasing, or closely relatedfield is required.
  • A minimum of two (2) years of purchasing-related experience.
  • A combination of education and experience may be considered for awell-qualified candidate.

KNOWLEDGE,SKILLS AND ABILITIES:

Knowledge: 

  • Working knowledge of purchasing procedures and all related County policies.
  • Maintains the integrity of the public procurement process.
  • Maintains a complete sense of personal and professional ethics.
  • Knowledge of general office skills and governmental operations/procedures.

Skills: 

  • Accuracy and attention to detail are extremely important.
  • A self-starter with excellent organizational skills and the ability to multi-task and maintain accurate records and controls.
  • Natural curiosity, desire to learn, and ability to ask questions.
  • Intermediate Microsoft Suite of programs (primarily Word and Excel).
  • Experience with J.D. Edwards financial software is a plus.

  • Ability to prioritize, schedule, manage, and track multiple projects concurrently.
  • Ability to communicate effectively, logically, and accurately in oral and written forms.
  • Ability to establish and maintain harmonious and cooperative working relationships with all employees, vendors, government agencies, and the general public.

  • Ability to deal with problems involving a few concrete variables.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:

  • Certified Professional Public Buyer (CPPB) preferred. Must obtain CPPB within three (3) years of being placed in this position. 
  • Must possess and maintain a valid Colorado Driver’s License and have the ability to transport oneself to and from meetings and projects.

WORK ENVIRONMENT:

PhysicalWork Environment: Work is typicallyperformed in a normal office environment. Noise levelis moderate. Climate is controlled. Will have close, frequent contact in-personwith co-workers, vendors, andother staff or the public.
PhysicalDemands: While performing the duties ofthis job, the employee is frequently required to sit, stand, walk, and operategeneral office equipment. Employee willfrequently be required to reach with hands and arms, see, talk, and hear. Employee may be required to liftapproximately fifty (50) pounds (i.e., a case of paper). Required to have good close vision to readand write.

In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions. This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
