Summary:THIS IS A NON-STATUS, NON-PERMANENT POSITION. YOU DO NOT ACQUIRE A COMPETITIVE OR EXCEPTED SERVICE STATUS FROM THIS POSITION.
This position is located in the Bureau of Overseas Buildings Operations, Program Development, Coordination, and Support Directorate, Office of Design and Engineering, Mechanical Engineering Division (OBO/PDCS/DE/ME).
Major Duties:The Office serves as OBO's code officials and provides design, research, and technical assistance bureau-wide for all DOS facilities overseas. ME is responsible for establishing United States Government (USG) requirements for mechanical systems, plumbing systems, environmental security, and energy conservation portions of contracts for all non-DOD U.S. overseas buildings.
Major Duties and Responsibilities
Major duties and responsibilities encompassed by this position include: responsibility for establishing, approving, and overseeing United States Government contractual requirements and acceptance standards for contractor performance related to the environmental engineering scope of contract executions for all U.S. government-owned and operated buildings in foreign countries that house and accommodate personnel and programs of the Foreign Service and other USG agencies. Environmental Engineering Focus areas include:
1. Potable and hot water supplies, purification (e.g., flocculation, multi-stage particulate filtration, organic and inorganic pollutant filtration with carbon and ion exchange filtration, disinfection), corrosivity/scaling control, storage, and distribution systems.
2. Chemical treatment for HVAC chilled water, and hydronic hot water treatment systems.
3. Storm / rainwater collection, treatment, and storage/distribution systems.
4. Wastewater/ reuse collection, treatment and storage/distribution systems.
5. HVAC air supply, return and ventilation for Indoor Air Quality in extreme humidity and air pollution environments.
6. Material selections, logistics, dielectric protection, and coating/insulation applications for mechanical/plumbing system environmental corrosion control in extreme conditions.
The PSC also serves as Contracting Officer’s Representative (COR) for assigned environmental engineering related projects, exerting control over the management of government funds in the design of overseas facilities and assists the Contracting Officer (CO) in the administration of the contract. In furtherance of these responsibilities, the PSC performs tasks and assignments that typically include, but are not necessarily limited to, the following:
Develops environmental engineering projects for overseas posts to and aid in preventing health hazards and equipment failures and to encourage resource conservation.
Coordinates with inter-agency stakeholders to develop requirements and budgets for projects within the context of overall functionality, cost effectiveness, security, and health.
Travels to posts on an “as needed” basis to assist in environmental engineering project identification and scope.
Coordinates with Foreign Service and locally hired maintenance staffs at their assigned posts and the respective area managers and facility mangers to prepare budgets and decide on funding priorities for environmental engineering projects; makes decisions on equipment purchases; prepares and submits annal budget requirements and requests for major repair, energy, and environmental security programs for assigned countries.
Coordinates with Foreign Service and locally hired maintenance staffs at their assigned posts and the respective area managers and facility mangers to prepare budgets and decide on funding priorities for environmental engineering projects; makes decisions on equipment purchases; prepares and submits annal budget requirements and requests for major repair, energy, and environmental security programs for assigned countries.
Provides expert advice in the administration of projects and oversight for construction facilities, structures, or landscapes including: conducting field consulting visits; rendering staff assistance to the facility manager, field engineers and Quality Assurance/Quality Control staff; upon completion, conducting an exit interview with engineers responsible for the activities to indicate findings; making recommendations for any immediate corrections; and writing formal report on findings and recommendations.
Serves as a Contracting Officer’s Representative (COR) for assigned projects, exerting control over the management of government funds in the design of overseas facilities and assists the Contracting Officer (CO) in the administration of the contract.

Qualifications:Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
IN ADDITION to the Basic Requirements above, you MUST also have 1 year of specialized experience that is related to the work of the position, is equivalent to at least the GS-13 level in the Federal service, and demonstrates the following:
