Leidos is seeking an Environmental Engineer that will be responsible for the implementation of National Science Foundation Office of Polar Programs (NSF) environmental protection programs under the regulatory framework of the U.S. Antarctic Conservation Act and the Protocol on Environmental Protection to the Antarctic Treaty. Assists or leads in the U.S. Antarctic Program (USAP) environmental policy implementation, per NSF direction; USAP proposal reviews; environmental permitting; land use planning; environmental monitoring programs, such as audits, inspections, water quality analysis, and/or soil sampling analysis; preparation and review of high quality technical reports based on the interpretation of data, observations, and current regulations regarding inspection findings and recommendations for corrective action; assists in preparation of documentation for assessing environmental impact (EIA); and mitigation of potential environmental impacts in Antarctica..

External interface is required with NSF and other international Antarctic programs, officers and scientists, and/or other U.S. federal agencies or institutions. This position requires strong technical and interpersonal skills related to environmental project/program management.

Deployment to McMurdo Station, Palmer Station, and/or South Pole Station, Antarctica may be required of this position at the discretion of management, usually annually or bi-annually for periods of three weeks to four months.

Due to contract requirements, US Citizenship is required.

Must obtain a Public Trust security clearance prior to start date. This process could take up to 4 months.

About the Antarctic Support Contract:

Leidos Antarctic Support Contract (ASC) is the prime contractor to the National Science Foundation (NSF) in support of the United States Antarctic Program (USAP). Leidos supports the NSF's Office of Polar Program's Antarctic Infrastructure and Logistics by aligning with their Mission and Vision Statements:

  • Vision: Expanding our scientific reach in Antarctica through increased operational and logistical effectiveness.

  • Mission: To provide the operational and logistical platform necessary for the U.S. to conduct world-class science in Antarctica and maintain its active and influential presence on the continent.

Leidos ASC provides science and logistics support for approximately 150 science and technical events across three geographically remote research stations; McMurdo Station, Palmer Station, and South Pole Station and several deep field sites across Antarctica. Each station or field site supports world class research across multiple science disciplines. The planning and implementation of science support requirements in Antarctica is a critical part of our mission.

The Challenge:

  • Interprets applicable laws, regulations, policies and guidance for a wide variety of environmental issues related to science and operations to meet the requirements and guidelines of the NSF, Antarctic Treaty (1959/1961) and Protocol on Environmental Protection (1991/1998) implemented by US Federal Law in the Antarctic Conservation Act of 1978, as amended by the Antarctic Science and Tourism Conservation Act (ASTCA, 1996), also referred to as the Antarctic Conservation Act of 1978, as amended, 16 U.S.C. * 2401 et seq. (ACA) and provides recommendation to NSF.

  • Assures the technical quality and adequacy of plans, assessments, analyses, and recommendations submitted to the NSF. Oversees and provides technical guidance for complex, controversial, or sensitive projects or programs. Ability to understand environmental risk and provide input and recommendations for options to mitigate.

  • The Environmental Engineer is responsible for the management of seasonally deployed Environmental Specialists. The position requires training of the specialists in aspects of the Antarctic Treaty and Antarctic Conservation Act. The engineer must be able to provide training and guidance to the technicians in water and soil quality analysis, project oversight, record keeping, and report writing.

  • Regularly reviews scientific and operational projects proposed for Antarctica for potential environmental impact. This includes scheduling inter-agency meetings, recording comments, initiating responses and systematically ensuring that EIA requirements are met. Supports and or/prepares environmental documentation, including Records of Environmental Review and Initial Environmental Evaluations.

  • Assists with the revision of Antarctic Specially Managed Area (ASMA) and Antarctic Specially Protected Area (ASPA) management plans.

  • Employees and contractors may, in the course of performing their official duties, have access to a wide variety of personal identifiable and sensitive information (PII/SI) electronically and in hard copy. Personal and sensitive data including Social Security numbers, date and place of birth, demographic data, home addresses/telephone numbers/personal email addresses, passport numbers, bank account numbers, performance reviews, reviewer identity tied to performance reviews, unfunded proposals, proprietary parts of funded proposals, and other similar information should be protected according to Federal regulations and United States Antarctic Program policy, and only disclosed in accordance with the United States Antarctic program requirements.

  • Performs other duties as required.

What Sets You Apart:

  • Minimum of BS in Environmental Science or other related science or engineering field is required. MS in Environmental Policy or Environmental Management and/or Science (Geology, Biology, Chemistry) and/or Environmental Engineering is preferred.

  • Minimum of five years of diverse experience in environmental protection, environmental management systems, environmental policy, execution of environmental science grants, or environmental consulting.

  • Current knowledge of various EPA regulations are required, including the Safe Drinking Water Act (SDWA), Clean Water Act (CWA), National Pollutant Discharge Elimination System (NPDES), Oil Pollution Act (OPA), the National Environmental Policy Act (NEPA) and/or Spill Prevention, Control and Countermeasures (SPCC) regulations.

  • Experience with standard sampling and analysis procedures for soil, drinking water, and wastewater is required.

  • Excellent written and verbal communication skills are required.

  • Proficiency with using ESRI ArcGIS suite and GIS products for environmental analysis is required.

  • Outstanding ability to integrate efficiently and positively with the environmental team as well as our internal and external customers.

You May Also Have:

  • Current knowledge of the Antarctic Conservation Act and Protocol on Environmental Protection to the Antarctic Treaty preferred.

  • Knowledge of the Marine Mammal Protection Act and National Oceanic and Atmospheric National Oceanic and Atmospheric Administration National Marine Fisheries Service regulatory requirements and application.

  • Experience with data management and data management platforms is desired.
