RELOCATION ASSISTANCE IS AUTHORIZED FOR THIS POSITION.This class manages the County's accounting, financial reporting, purchasing and budgeting functions under the supervision of the Deputy Administrator/Chief Financial Officer. Duties include providing day-to-day management of the finance, purchasing and budgeting functions of the County.
EXAMPLE OF DUTIES
ESSENTIAL JOB FUNCTIONS• Supervises assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; creating, reviewing and approving employee performance documentation; recommending and approving incentives and employee discipline; and recommending discharge as appropriate.• Coordinates the County's budget process under the direction of the Deputy Administrator/Chief Financial Officer and in support of the Budget Analysts.• Provides top-level management of the County's Business License operation inclusive of staff guidance and technical expertise by way of making formal recommendations to management. These recommendations may encompass ordinance amendments and process updates as required by law or which is in the best interest of the County.• Coordinates the annual external audit in conjunction with audit firm selected by County Council; prepares and/or reviews various schedules, financial statements and reports for auditors.• Prepares comprehensive annual financial report (CAFR) in accordance with GAAP and governmental accounting best practices; submits CAFR for consideration in the Governmental Finance Officers Association's Certificate of Achievement for Excellence in Financial Reporting.• Maintains outstanding debt issues by preparing journal entries associated with long-term debt issuance; prepares debt schedules required for audit and compliance; and prepares and submits all required bond disclosures.• Reviews and approves requests for proposals and other bid documents prepared by staff in the purchasing function; ensures compliance with the purchasing ordinance; and provides technical guidance to internal and external users.• Provides guidance to purchasing staff with regards to the sealed bid process and signs off on all recommendations.• In conjunction with Deputy Administrator/Chief Financial Officer, Financial Services Manager, Purchasing Services Manager, and Budget and Revenue Division staff, establishes and maintains internal control procedures; and ensures County compliance with applicable law, standard accounting and purchasing procedures, and adherence to sound fiscal and administrative policies.• Develops policies and procedures related to finance to prevent fraud, misuse or misappropriation of county assets.• Reviews County Council actions to determine if financial entries are required.• Prepares a variety of studies, reports and related information for decision-making purposes; prepares periodic and special financial reports as required by the County and other agencies.• Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers advice and assistance as needed.• Coordinates division activities and functions with those of other County departments, divisions, municipalities, outside agencies and professionals as appropriate.• Receives and responds to inquiries, concerns, complaints and requests for assistance from County personnel, elected officials and citizens regarding general County financial matters; presents financial information and issues to external groups as required.• Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, reviewing mail and literature, etc.• Attends training, meetings, workshops, conferences, etc., as necessary to maintain job knowledge and skills.• Performs emergency operations duties as assigned.• Performs other related job duties as assigned.
