Summary

About the Position : This position is a Supervisory Food Services Specialist for DoDEA HQ, Logistics Division, Student Meals Program in Fort Knox, Hardin, Kentucky.

Location

  • Duties
  • Plan and distribute menus according to the standards of the National School Lunch, School Breakfast and Summer Food Service Programs, ensuring that meals are nutritionally balanced, attractive, cost effective and tasty.
  • Ensure that all purchased food, USDA Foods, supplies, and equipment are procured through approved vendors, properly stored / maintained, and accounted for through regular inventories.
  • Perform a full range of supervisory duties to include establishing performance standards; appraising performance; ensuring employees and training according to USDA professional standards criteria.
  • Initiate actions to fill vacancies; settle employee grievances; and establish maintain a work environment free of intimidation, harassment, and discrimination.
  • Ensure that all USDA, State agency and other appropriate policies and regulations including those regarding quality, service, and sanitation are strictly enforced.
  • Oversee the free and reduced price meal applicant process in accordance with laws, regulations and publish guidelines; makes determinations on applications;

properly completes the verification process; and maintains an accurate student database.

  • Utilize USDA-approved, Child Nutrition software systems to include Point of Sale (POS), student eligibility, menus, production records, inventory, financial management, and procurement.
  • Prepare the annual budget and maintains appropriate records and procedures to allow spot checks of the school cafeterias' budgets.
  • Analyzes income and expenses to determine reasons for out-of-budget conditions and takes appropriate steps to correct such conditions.

  • This position requires a Tier 1 (T1) investigation with Childcare Checks since its duties require interaction with children and youth under the age of eighteen (18) years of age.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, cont.
  • The Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees.

  • A pre-employment physical examination may be required.
  • Position requires the ability to lift up to 40lbs.
  • Position requires standing, reaching, walking as well as working in an environment that includes extreme variations of temperature, humidity and noise.
  • Food safety training Certificate - At least 10 hours of food safety training either dated within 5 years of hire date or or to be completed within 30 days of hire.

Qualifications

Who May Apply : U.S. Citizens

In order to qualify, you must meet the education and / or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.

  • g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community;
  • student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience;

if qualifying based on education, your transcripts will be required as part of your application.

  • Specialized Experience : One year of specialized experience in the Federal service which includes manage USDA Child Nutrition Programs such as (National School Lunch Program (NSLP), School Breakfast Program (SBP), Summer Food Service Programs (SFSP) and / or Child and Adult Food Care Program (CACFP) for a school district or child care facility;
  • oversee all food purchases, supplies and equipment; train Child Nutrition Program staff on cafeteria operations and program requirements;

analyze and adjust sales, menus and staffing to meet budgetary guidelines. This definition of specialized experience is typical of work performed at the second lower grade / level position in the federal service (GS-07).

Education : Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as food and nutrition, food service management, dietetics, family and consumer sciences, nutrition education, culinary arts, business, or other related field.

Combination of Education and Experience : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.

Add the two percentages.

Applicants who meet the 2015 USDA Professional standards for programs with an enrollment of under 2500 students will be preferred by management.

These hiring standards include any of the following :

1.) High school diploma (or GED) and 3 years of relevant food service experience.

2.) Associate's degree or equivalent educational experience with academic major or concentration in food and nutrition, food service management, dietetics, family and consumer sciences, nutrition education, culinary arts, business, or a related field, and at least 1 year of relevant food service experience.

3.) Bachelor's degree or equivalent educational experience with academic major or concentration in food and nutrition, food service management, dietetics, family and consumer sciences, nutrition education, culinary arts, business, or a related field, and at least 1 year of relevant food service experience.

Management will also prefer applicants who have experience as a Register Dietitian, one year supervisory experience with USDA Child Nutrition Program and / or 3 years of experience in the National School Lunch, School Breakfast, or Child and Adult Care Food Programs at any position;

In addition to the USDA guidelines above, applicants who possess 8 hours of food safety training obtained within the last 5 years or will be obtaining before employment will be preferred.
