DISTRICT OF COLUMBIA COURTS is Hiring an Accounting Officer Near Washington, DC

This position is located in the Financial Reporting and Controls Branch of the Budget and Finance Division. The division is responsible for all financial aspects of the District of Columbia Courts and the duties of the Fiscal Officer outlined in Title 11, Section 1723(a)(2) of the D.C. Code.

Qualifications:

A bachelor's degree in accounting from an accredited college or university plus four (4) years of relevant experience; or a degree in a related field such as business administration, or finance that included or was supplemented by 24 semester hours in accounting and four (4) years of relevant experience.

Responsibilities:

The incumbent is responsible for:

  • Reviews and approves D.C. Courts' payments to suppliers, court mandated payees and other payees in accordance with Fiscal Treasury Financial Manual Volume 1, Part 4A, Chapter 3000.
  • Advises employees in accounting techniques and controls, to ensure that all employees are kept informed of new accounting and reporting standards, regulations, and procedures regarding financial matters.
  • Implements directives or procedures to ensure compliance with Fiscal Treasury policy.
  • Maintains Accounts Payable and Banking files on matters pertaining to financial activities of the D.C. Courts.
  • Develops accounting and financial management procedures to ensure compliance with Federal, State, and Local governments accounting standards.
  • Reviews, assesses, and approves the accuracy, completeness, and reliability of electronic and manual check account payable payments submitted by employees and suppliers.
  • Develops and presents accounting and reporting information to the Branch Chief, internal and external customers upon request.
  • Implements and adheres to accounting and reporting business procedures for the improve efficiency and recording of financial and accounts payable as required by Federal, State, and Local governments accounting standards.
  • Monitors D.C. Courts' bank accounts for various banking activities (i.e. cashed checks, potential fraudulent checks, stale dated checks) daily via the bank exceptions business process.
  • Reviews and maintains accounting data (i.e., fines, fees, and payments of claims) related to the Crime Victims Compensation Fund. Monthly, reconciles the total amount of fines and fees collected by D.C. Courts and submitted to Fiscal Treasury.
  • Prepares monthly correspondence to Fiscal Treasury and Interior Business Center providing a breakdown of (1) fines and fees for transfer to the Deposit Account and (2) grants and miscellaneous reimbursements to reimburse the appropriated account. Assigns accounting codes for the fines, fees, and reimbursements collected by the D.C. Courts for proper classification within the Courts' accounting system.
