Job Summary

This position is located in the District of Columbia Deputy Mayor for Operations and Infrastructure, Vision Zero Office. The goal of the District’s suite of Vision Zero policies is to identify, support and implement projects and interventions that will eliminate traffic deaths, including roadway design changes, enforcement of critical safety laws, and raising public awareness of behaviors that will ensure safe roadways.

The purpose of this position is to review, plan, design and project manage projects which typically require knowledge of transportation concepts and community outreach.

Duties and Responsibilities

The incumbent will perform transportation planning duties associated with investigation and analyzing street traffic conditions to determine the need for traffic control measures (including traffic engineering studies, warrant analysis, sign maintenance requests, traffic impact studies, traffic calming, parking signs, studies and regulations, residential permit parking, work zone safety, maintenance of traffic plan reviews, and traffic control plans. The successful candidate will be responsible for identifying, conceptualizing, and conducting projects and initiatives related to Vision Zero. This work will require collaboration across District government to achieve Vision Zero.

The successful candidate will assist with community outreach and must be able to communicate Vision Zero concepts for a lay audience, using plain language and clear graphics. Outreach will be required to understand and respond to community concerns and adjust projects. Outreach will include a minimum working with Advisory Neighborhood Commissions, community stakeholders, and residents. The incumbent will also contribute concepts to policy and development that improves overall road safety design across DMOI’s cluster agencies, as well as conducting basic research to support such concepts.

Qualifications and Education

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

At least one (1) year specialized experience with transportation safety in an urban environment preferred.

Licenses and Certifications

The incumbent must possess and maintain a valid driver’s permit to operate motor vehicles.

Work Environment

The work is performed in the normal office setting and in-the-field, when investigating and analyzing street traffic conditions and conducting traffic studies, etc. Field work may bring the incumbent to construction sites and in contact with construction materials (soils, concrete, asphalt, steel, etc.).

Collective Bargaining Unit: This position is in a collective bargaining unit and you may be required to pay an agency service fee through direct payroll deduction.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
