District Department of Transportation is Hiring a Paralegal Specialist Near Washington, DC

General Job Information
Job Summary

This position is located in the District Department of Transportation, Office of the General Counsel. The purpose of this position is to serve as a paralegal specialist with the primary responsibility for providing legal support services which facilitate the work of the Office of General Counsel.

Duties and Responsibilities

The incumbent serves as the paralegal specialist responsible for providing legal support services to the attorneys and staff in the Department’s Office of General Counsel. The incumbent will draft opinions and orders to be used by administrative law judges, administrative agency appellate boards or other duly designated managers of legal work in areas such as litigation, the provision of legal opinions; or agency appellate or review board proceedings, actions of regulatory boards or commissions, and similar adjudicative functions based on hearings conducted under the Administrative Procedure Act or other statutory appellate authority.

Performs extensive legal research, including search of statutes, regulations, legislative history, case law and other legal authorities on points of law applicable to particular legal matters. Reviews, analyzes and organizes acts and evidence; the analysis of legal issues; the application of law; fact finding; the drawing of legal conclusions; and the rendition of clear, effective and precise written presentations.

Qualifications and Education

Specialized experience is experience which is directly related to the line of work o the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and has credible, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in normal line of progression.

Examples of specialized experience may include but, are not limited to, service in a position that required the ability to draft responses to interrogatories and document requests; expertise of the various laws applicable to Federal, District and local levels in order to advise in the preparation of legal documents, perform analysis of various programs and provide recommendations; knowledge of legal research analytical methodology; and skill and ability to interpret, explain, and present orally or in writing, the relevant findings and conclusions, using appropriate language, legal reasoning; and skill sorting out the most important issues or problems, sifting evidence, marshaling facts, and framing feasible options.

A bachelor’s degree is preferred.

Licenses and Certifications

A paralegal certificate is preferred.

The work is partially performed in an office setting which is adequately heated, ventilated, and lit.

Position Designation(s): The position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed. When the government is closed or when most employees and dismissed early. Employees are required to work rotating. shifts, to include evenings, nights, weekends, and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employment agency with a telephone number where they can be reached.
