The Catholic Charities Jacksonville Regional Office is seeking a full-time Clinical Supervisor This position is located in Jacksonville, FL. The Safe Passages program assists unaccompanied Refugee children with their transition into the United States. Under the U.S. Office of Refugee Resettlement CCB provides Home Study and Post Release (HSPRS) services to unaccompanied children. Through this program, unaccompanied children and their sponsors receive a variety of services designed to facilitate integration and empowerment among immigrant families in their new communities. Tens of thousands of unaccompanied children seek refuge in the United States each year. Most are fleeing threats and violence in El Salvador, Guatemala, or Honduras. The children are released from the Office of Refugee Resettlement custody into the care of a sponsor. Most (85%) join a relative or friend already living in the United States. It is often a tough transition. They adjust to new communities, cultures, languages, and family units. Each child has mental health, safety, education, and legal needs that must be met. Our staff work with these children and their sponsors. In the Home Study part of the program, we will visit the homes where children will be living before, they get there. We will interview each member of the household and ensure this is a safe placement for the child while supporting the sponsor to prepare for the responsibility of promoting the arriving child’s safety, rights, and needs. Once the child is living with their sponsor, the Post Release Services component of our work starts. CCB staff will work with the children and sponsors to create an action plan. They will set goals like finishing school, obtaining legal immigration status, or connecting to other community support systems. Then we will check in with the child and their sponsors at least once a month to make sure the child is safe and making progress. The entire process will take place in whatever language the child and their sponsor are most comfortable speaking.
Position Summary: The Program Supervisor position within the HSPRS Safe Passages Program involves overseeing and leading a team of case managers, ensuring the effective delivery of high-quality support services to individuals and families. This role requires clinical expertise, leadership skills, and a commitment to promoting the well-being of program participants.
Key Responsibilities:
  • Oversee the assignment of referrals, training new case managers, and supervising the work of HS/PRS case management team.
  • Develop and maintain working knowledge of the policies, procedures, and contracts specific to HS/PRS program.
  • Conduct home visits, phone calls, and care coordination based on established post-release service timelines to ensure the well-being of children who have been released from ORR care and custody to their sponsors.
  • Provide information and education to sponsors regarding school registration, attendance requirements, teacher communication, building relationships with key school personnel, monitoring grades and educational progress, and resources for academic assistance for minors.
  • Work directly with clients to develop practical service plans, tailored to their unique strengths and weaknesses, that include both short and long-term goals as well as the means and time frames within which these goals will be achieved.
  • Assist clients in obtaining reputable legal representation for immigration proceedings by providing referrals.
  • Provide case management services according to program guidelines and mandates, including referrals and connections to internal and external service providers, as needed and applicable.
  • Provide interpretation services for clients as needed.
  • Maintain caseload of 10 post-release services cases at a given time.
  • Monitor and evaluate minor’s progress and adjust service plan and/or delivery as necessary.
  • Maintain comprehensive, accurate and up to date case files for all assigned cases in accordance with USCCB/MRS and ORR requirements for case file maintenance and documentation.
  • Write comprehensive reports and submit all required Post-Release, Home Study and other program reports within ORR mandated required timeframes.
  • Complete/audit all necessary documentation to ensure compliance with funding requirements and standards.
  • Participate in case staffing with team and/or stakeholders, regularly and as needed for case guidance.
  • Cultivate positive relationships with relevant funding and monitoring entities, faith-based organizations, social service providers, and other community partners. Participate in appropriate community collaborations.
  • Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
  • Provide direct support, training, supervision, mentoring and coaching to develop assigned staff.
  • Monitor staff performance to ensure compliance with all expectations and standards of practice.
  • Complete supervisory duties including timesheet approvals, mileage/expense approvals, performance evaluations and disciplinary action when needed.
  • Provide ongoing training to case managers on clinical best practices.
  • Support the professional development of team members through mentorship and guidance.
  • Monitor and ensure the quality and effectiveness of case management services.
  • Conduct regular audits and assessments to maintain program compliance.

  • Keep detailed records per Agency and department guidance.
  • Correctly enter required information in the prescribed databases, in a timely manner.
  • Comply with regulatory, statutory, contractual, grant and Agency standards for timeliness, completeness and accuracy when preparing and maintaining paperwork and required reports.
  • Comply with Diocesan and Catholic Charities Bureau, Inc. general policies, regulations, and procedures.
Knowledge, Skills, and Abilities
  • Experience with conducting assessments, home studies, service planning or case management duties required.
  • Experience working with children required; experience with children from traumatic backgrounds and/or refugee/immigrant populations strongly preferred.
  • Knowledge of the resources and providers (governmental, civic, social, health, educational, economic, faith-based, etc.) Flexible work schedule to work some evenings, weekends and overnights, based on program needs.
  • Ability to report to work on time, follow directions from supervisor and accept constructive feedback.
  • Effective interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to interact effectively, compassionately, and respectfully with clients, visitors, staff, and board members.
  • Strong typing and computer skills are required, including knowledge of and proficiency with Microsoft Word, Outlook, Excel, and other software programs.
  • Excellent organizational skills and able to perform multiple tasks simultaneously.

Required/Preferred Education and Experience
  • Master's degree in behavioral health, human services, social work, psychology, counseling, or a related field.
  • Five years of progressive employment experience demonstrating case management and supervisory experience.

Driving and Travel
  • 40% travel is required for this job.
  • Overnight travel may be required for this position.
  • This position requires that you drive your personal automobile or vehicle on agency business on behalf of Catholic Charities Bureau, Inc. Therefore, you must be at least 21 years old and have a current valid Florida Driver’s License with no more than 5 points on your Florida driver’s license within the last three years and no DUI convictions. You are required to carry automobile liability insurance in the amount of at least $50,000 for each person, $100,000 for each accident or occurrence for bodily injury, and $25,000 for property damage. Additionally, if transporting children, employees must be at least 25 years old and have increased limits of 100/300/50.
