Dine Development Corporation is Hiring a Senior Project Manager Near Washington, DC

Job Summary:

The Senior Project Analyst, known internally as a Project Supporter, will directly support the Contracting Officer’s Representatives (COR) and Federal Country Managers (CM) for the Office of Nuclear Smuggling Detection and Deterrence (NSDD). The position will provide support in Project Management, Requirements Documentation, Guidance and Procedure Coordination, along with monitoring cost, schedule, and scope related to projects as assigned by the client.

Job Duties and Responsibilities:

  • Pre-Award Phase
    • Assist with site visit or survey, if requested
    • Assist with acquisition planning, including preparing market research, requirements, and other necessary procurement documents
      • Write, review, and format requirements documents
      • Discuss project constraints and requirements with the CM and accurately represent meetings in documents; properly maintain documents and records
    • Support Task Order solicitation and negotiations
    • Assemble Request for Proposal (RFP) documents into a single package for COR review and document the contract file
    • Assist with evaluation of proposals
      • If competitive:
        • Schedule the Technical Evaluation Committee (TEC) meeting; take notes and draft the TEC Report from meeting notes
      • If sole source:
        • Track proposal timeliness and ensure the Technical Evaluator is aware of the due date and receives a copy of the proposal
        • Review the proposal and Technical Qualifications Evaluation (TQE) and assist the CM in reviews
        • Perform Technical Evaluations
    • Prepare, write, organize, and update contract file documentation for Contracting Officers
      • Populate and prepare all current and anticipated e-file documentation for standard and complex tasked acquisition actions assigned by the CO
      • Assist in preparing contractual documentation for contract modifications.
      • Prepare draft correspondence and contract documents.
      • Assist in performing analyses of Contractors' compliance with Cost Accounting Standards and FAR Part 31.
      • Assist in the review and evaluation of the Contractor's requests for payments.
      • Analyze limitation on payments statements and assist the Contracting Officer in the recovery of overpayments from the Contractor.
      • Monitor the Contractor's compliance with small business requirements.
  • Post-Award Phase
    • Review invoices and monthly financial reports
    • Assist with administration of government property
    • Assist the CM to monitor changes to requirements, cost, or schedule
    • Change and Issue Tracking
      • Keep the CM and COR informed of any changes and issues; track changes and issues from cradle to final disposition
      • Obtain and review Records of Meetings
      • Write or review addenda, revisions, and Statement of Work revisions
      • Analyze the impact of changes and report results
      • Analyze Cost Variance Reports and report results
      • Monitor the Period of Performance (POP) and notify the COR if the POP needs an extension; coordinate the new date with the CM and Contractor
      • Work with CM, COR, and Budget Team to ensure all cost changes are communicated
      • Review contract modifications to ensure all changes are accurately represented
    • Deliverables Review
      • Track timeliness of deliverables; keep CM informed of upcoming due dates
      • Check deliverable contents against contract requirements and notes from team discussions
      • Track design change requests
    • Inspections/Acceptance
      • Perform acceptance testing, if requested
      • Review final deliverables for completeness and make recommendation to CM for acceptance
      • Track punch-list resolution
      • Coordinate signature and distribution of final acceptance form to relevant stakeholders
    • Project Management
      • Review cost variance reports, project schedules, and invoices
      • Manage, organize, and coordinate the overall undertaking
      • Analyze information, coordinate questions with CMs, and track until any discrepancies are resolved
    • Travel for meetings as requested
  • Closeout Phase
    • Support records management, de-obligation any funding balances, and alignment of all financial records
    • Support closeout modifications and prepare past performance information
    • Other duties as assigned

Job Requirements (Education/Skills/Experience):

  • Ability to work independently with minimal oversight
  • Ability to manage competing demands and concurrent tasks
  • Extensive knowledge in Microsoft Office Suites
  • Ability to pass a background check and obtain a DOE Level Q Clearance

Education and Experience:

  • Bachelor’s Degree with 5 years of related job experience
  • Project Management Professional (PMP) Certified, preferred

Desirable Qualifications:

  • Strong research and analytical skills
  • Experience in Project Management Fundamentals
  • Experience supporting Government Contracts, both FFP and CPFF
  • Previous experience supporting overseas Government contracts
  • Knowledge of government (preferably DOE) contracting practices
  • Ability to work in a fast-paced work environment with the ability to adapt to competing demands
  • Exceptional organization and communication skills
  • Active DOE Q or DOD TS clearance

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift a min of 15 pounds at times.

Travel Requirements:

  • Domestic and International Travel up to 25%
    • International locations likely include, but are not limited to: Latvia, Moldova, Romania, Slovakia, Ukraine
  • Must be comfortable representing NSDD Headquarters with foreign partners, implementing contractors, and other key project stakeholders
