This individual will be responsible for supporting the Office of Foreign Assistance (F) and the Global Fragility Act (GFA) Unit in tracking, evaluating, and coordinating conflict prevention and stabilization actions in GFA priority countries. This position will contribute to the implementation of the strategic MEL plan, coordinate cross-country/region activities, and provide MEL support to Posts, interagency field teams, and COCOMs. The MEL Specialist will play a crucial role in analyzing data, facilitating learning, and contributing to the development of a GFA Learning Agenda.
Responsibilities Include:
- Track conflict prevention and stabilization trends at the macro level in GFA priority countries and surrounding areas.
- Assist in designing and managing independent multi-year impact evaluations in each GFA country and region.
- Contribute to coordination efforts across all GFA countries to analyze real-time monitoring results for strategic-level policy decisions.
- Create an enabling environment for applying evidence generated through MEL activities to decision making.
- Contribute to the development and implementation of a GFA Learning Agenda, including prospective social science research.Performs other job-related duties as assigned.
Monitoring Evaluation & Learning SpecialistExperience, Education, Skills, Abilities requested:
- Bachelor’s Degree in a related field; master’s degree preferred.
- At least 5 years of experience with monitoring, evaluation, and learning of international assistance projects.
- Deep experience in monitoring, evaluation, and learning.
- Knowledge of international relations.
- Knowledge of USG foreign policy and familiarity with Department of State and/or USAID.
- Knowledge of USG foreign assistance programs and institutions and familiarity with the federal budget process.
- Ability to analyze and present data in a concise and understandable format.
- Ability to work independently and effectively collaborate with colleagues across multiple bureaucracies.
- Ability to build consensus and resolve differences between parties with different interests and perspectives.
- Skills in oral and written communication to prepare recommendations, reports, and guidance.
- Experience developing spreadsheets and databases.
- Experience working with the U.S. government or on U.S. government-funded projects.
- Proven ability to work as a team, build relationships, and communicate logically and clearly.
- Excellent technical writing skills for broad stakeholder communication.
- Ability to "manage up" and propose solutions to challenges.
- Capacity for establishing and maintaining working relationships across multiple departments and agencies.
- Demonstrated expertise in monitoring performance, conducting evaluations, supporting data acquisition, and linking lessons to policy decisions.
- Demonstrated ability to multi-task and meet deadlines in a high-performance team environment.
- Experienced in data analysis, data visualization, and project management.
- Proficiency with Microsoft Word, Excel, PowerPoint, SharePoint, and Outlook.
- Strong interpersonal skills and a demonstrated ability to be a team player.
