Description
Leidos Defense Systems is seeking an experienced COMSEC Account Manager/ Inventory Manager in our Bowie, MD, office to support a program of record for a DoD customer. This position will require the candidate to currently possess an active DOD – Secret Security Clearance. The selected candidate will perform as a (primary) COMSEC Manager to account for COMSEC materials to support the program and its networks. Must be knowledgeable with national level policy (CNSSI 4005 “National Policy for Safeguarding Communications Security (COMSEC) Facilities and Materials”, CNSSI 4001 “Controlled Cryptographic items, CNSSI 4003 Reporting and Evaluating Communications Security (COMSEC) Incidents”, CNSSI Policy “No 3 National Policy on Granting Access to U.S. Classified Cryptographic Information”) as well as NSA/CSS Policy Manual 3-16. Must have knowledge with the handling and configuration of End Cryptographic Units and fill devices (i.e., AN PYQ-10 (SKLs), KIK 20, RASKL, KG 250X, KG 255X, and KG 175D/175G). Inventory Management is responsible for inventory control processes that account for property received, shipped, excessed, moved or transferred within the program bounds. The Inventory Manager will account for, and track Government furnished property (GFP) including purchased equipment and software license management, throughout the lifecycle from procurement to disposition. Must be able to work in a fast-moving environment with many moving parts and must be able to juggle several tasks at once. Primary Responsibilities
  • Provide scheduled reporting on COMSEC and NSSP inventories, incidents, and related problem management.
  • Respond to COMSEC Users request for technical support.
  • Perform Program wide COMSEC semiannual inventories and process incoming / outgoing COMSEC shipments.
  • Operate the Key Management Infrastructure (KMI) system.
  • Provide COMSEC Training / Briefings to COMSEC Users and assist users with utilizing secure communications conference rooms / secure video teleconference platforms / secure audio telecommunication systems.
  • Develop inventory control processes to account for property received, shipped, excessed, moved or transferred.
  • Account for and track Government furnished property (GFP), including purchased equipment and software license management, throughout the lifecycle from procurement to disposition.
  • Maintain a lifecycle repository for all assets consistent with an Enterprise IT Service Management (EITSM) system of record.
  • Prepares inventory documentation and ensures inspection compliance for annual inventory reviews with Government customers.
  • Drives improvements to asset management processes by working with Government stakeholders, external organizations, and internal teams to improve efficiency and effectiveness.
  • Develops material handling processes for shipping, receiving, storage and disposition of property.
  • Responsible for IUID tagging and registering in accordance with contractual requirements.
Basic Qualifications
  • 5 years of COMSEC Management Experience
  • 5 years of experience working in asset management.
  • Must be familiar with NSA/CSS Policy Manual 3-16, Control of Communications Security (COMSEC) Manual.
  • Completed IAEC 2112 (NSA COMSEC Managers Course) or be required to complete within 6 months of assignment.
  • Completed the KMI Management Client (MGC) Operator Training Course or be required to complete within 6 months of assignment.
  • Experience with operation and configuration of HAIPE In-Line Network Encryptors, e.g., KG-175D, KG-250, and Secure Terminal Equipment (STE) and VIPER Secure Telephones.
  • Knowledge of the legacy Electronic Key Management System/ Local Management Device/Key Processor (EKMS/LMD/KP)
  • Experience with receiving, generating, and distributing electronic keying materials and operation and configuration of associated devices, e.g., KIK-30 RASKL, AN PYQ-10 SKL.
  • Stocking, storing, and issuing keying materials to COMSEC subaccounts and other COMSEC accounts.
  • Maintaining records and files, reporting security incidents, and providing periodic status reports regarding COMSEC material.
  • Must be able to assist in shipping Cryptographic products up to 50 pounds in weight.
  • Experience with inventory control processes.
  • Professional experience shall include ordering, processing, shipping, receiving, packaging, material handling, property accountability and discharge of excess property.
  • Able to effectively influence and develop strong relationships with key stakeholders.
  • Excellent written and oral communication, including the ability to confidently present to all levels of management.
  • Must possess strong analytic abilities and must be meticulous and careful in their work.
  • MS Word and Excel proficient.
  • Have an active DoD SECRET clearance.
  • Must be a US Citizen.
Preferred Qualifications
  • Experience with tracking COMSEC inventory using the Key Management Infrastructure (KMI)
  • System Administrator for the KMI Management Client (MGC)
  • Experience with Government Property Accountability Requirements

Pay Range: Pay Range $55,250.00 - $99,875.00
