Salary: $57,916 - $86,874

Key Responsibilities

  • Manage grant functions including budget and expense analysis, review of invoices and contracts, financial reporting, grant reconciliations and monitoring.
  • Maintain accountability of grants and ELOCCS draws.
  • Provide internal monthly and quarterly reports for grants and DHA properties.
  • Record daily cash transactions and review general ledger to ensure accuracy and completeness.
  • Reconcile intercompany transactions and make necessary transfers between accounts.
  • Assist controller in preparing financial statements and Section 8 VMS reporting.
  • Review HCV Family Self-Sufficiency balances and make necessary adjustments and cash transfers.
  • Perform various online bank transactions as well as check processing and cancellation.
  • Maintain electronic filing of all drawdown and funding letters.
  • Interpret complex agreements such as: limited partners, trust, bonds, etc. and follow accounting guidance to record transactions relating to the agreements.
  • Review actual revenue and expenses and provide supporting documentation and ensure all expenses are coded according to funding source schedule.
  • Review and reconcile utility consumption report.
  • Review third party management company’s monthly reports and enter transactions and record monthly fees for various programs and maintain backup data for the same.
  • Enter annual journal entries to book revenues and fixed assets related transactions.
  • Manage daily and monthly treasury operations.
  • Supervise the accountant I and accountant II.

Knowledge and Skills for Success

A successful accountant supervisor has…

  • Knowledge of DHA organization, operations, policies and procedures.
  • Understanding of and skill in applying Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, auditing principles, recommended practices and policies.
  • Knowledge of and skill in applying Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Principles related to public sector financial administration.
  • Understanding of Federal and state grant and special fund accounting regulations, procedures, and accountability standards.
  • Knowledge of personnel rules and budgeting systems.
  • Knowledge of the principles of record keeping and records management.
  • Skill in multi-tasking and establishing and maintaining cooperative working relationships with DHA staff.
  • Excellent verbal and written communication skills.
  • The ability to interact effectively with diverse groups of people.

Qualifications

  • Bachelor’s degree in Accounting, Business Administration or a related field
  • Four (4) years of accounting and supervisory experience
  • OR an equivalent combination of education and experience.
