Job Overview

Under the direction of the Executive Vice President of Infrastructure and Development, provides key leadership support to help guide the overall strategic planning of the airport. Leads a multi-disciplinary team of planning, business, design, and engineering professionals to develop and implement a comprehensive masterplan touching all aspects of the Airport's function. Responsible for creation and funding facilitation of the Capital Infrastructure Program and associated capital planning process designed to ensure that the future operational requirements and customer service objectives of the air carriers, airport tenants, traveling public and the Board are planned for and provided in a timely and efficient manner.

What you will be doing:

  • Directs the conceptual and functional planning of airport facilities, inclusive of developing and maintaining the Airport Master Plan as the controlling guidance document for the phased development of the airfield, terminal area, ground transportation, and overall airport land use. Administers the Airport Layout Plan (ALP) and facilitates the formulation of functional and operational planning parameters to guide design development in collaboration with Executive Staff.
  • Continually evaluates long-term strategy for timely adjustment to meet changing market demands and competitive conditions.
  • Builds relationships with key airport partners, such as FAA, AA, and AAB, to facilitate the grant submission and approval process in addition to gaining support for broader infrastructure plans, including Airfield, Facilities, Utilities, and road construction efforts-both within the airport/airline industry and beyond. Including assets (in conjunction with other DFW Departments responsible for the replacement of the assets).
  • Develops an annual Capital Improvement Program (CIP) based on a holistic approach to funding analysis, including cost-benefit and funding capacity analyses; serves as a member of the Capital Council that is responsible for jointly reviewing, evaluating, and approving annual CIP requests prepared by departments seeking to initiate a capital project.
  • Works with the Vice President of Finance to ensure that the long-range Capital Plan and the Capital Improvement Plan are financially affordable in the timeframes identified.
  • Leads the effort to recommend an annual CIP and rolling 10-year CIP to the Executive Management Team based on a comprehensive project review including evaluation criteria provided by Executive Management, cost-benefit analyses, alternative analysis, and cash availability for that year.
  • Monitors and reports on the implementation of CIP (Landside, Airside, and Facilities) and associated projects to ensure the integrity of the product delivery and provides planning solutions to problems arising during design development, construction and/or operation of new facilities.
  • Continuously researches and evaluates planning issues, emerging and evolving industry trends, new technologies, and operational practices to work in conjunction with Executive Staff to develop planning strategies and update the airport improvement plans.
  • Works with individual business units to support development of roadmaps and business plans in support of the Airport's strategic objectives, revenue growth, and enhancement of airport services, by envisioning capital programs that will bring both short- and long-range plans to fruition.
  • Works with Treasury department to strategize and take advantage of federal and state grant funding opportunities. Works with the Environmental and Sustainability department to advance the airport's decarbonization goals and ESG (Environmental Social Governance) commitments.
  • Administer the ongoing CIPs to support projects for airport assets replacement and rehabilitation.
  • Oversees the creation and delivery of DFW signage and wayfinding program and needs.
  • Serves as a liaison with public and private entities to advocate for airport road and rail access improvements and to ensure that the overall airport development is consistent with governmental regulations and the public interest.
  • Develops, maintains, and disseminates policies in area of responsibility.
  • Prepares department budget requests and administers approved budget.
  • Performs other related duties as assigned

What you need:

  • Bachelor's degree in aviation planning, urban planning, engineering, or a related field.
  • Ten (10) plus years of experience in airport planning, design, capital program development, or setting and implementing policy and strategic direction of airports.
  • Five (5) plus years of management or leadership experience.
  • Any equivalent combination of education and/or experience (No less than 15 years) may be substituted for the above.
  • Accreditation from a relevant professional organization such as American Association of Airport Executives (AAE) or Airport Management Professional Accreditation Program (AMPAP) is required for the role.
  • Possession of a valid Class C driver's license.

What we desire:

  • Master's degree in business administration, planning, aviation, architecture, engineering, or a related field.
  • American Institute of Certified Planners (AICP) Certification.
  • Detailed knowledge of the principles and practices of strategic planning and operations
