Dept of State Health Services is Hiring a Division IT Liaison Near Austin, TX

Performs highly advanced (senior level) consultative and technical assistance work under the supervision of the Director for the Office of Data Analytics and Special Projects, within the Community Health Improvement (CHI) Division. Work involves providing division-level planning and coordination for all IT-related operations including projects, asset management, initiatives, issues, and assignments. Identifies issues and risks related to IT projects, processes, requests, and initiatives and coordinates across CHI programs and HHS IT to plan, mitigate, and resolve. Provides technical assistance and training to CHI section IT liaisons in planning, prioritizing, and overseeing the delivery of IT solutions. Position reviews, analyzes, and ensures compliance with division and agency policies. Develops strategies to improve IT-related operations and project coordination and management. Coordinates and completes CHI and agency assignments. Interprets policies, procedures, rules, regulations, and standards and develops and maintains division policies and procedures. Participates in meetings on behalf of the division and prepares presentations, project summaries, talking points, and briefing documents to inform and/or request action by the Associate Commissioner and/or sections. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements. Essential Job Functions:
EJF 1. Oversees the prioritizing, planning, and initiation of complex division IT projects and manages development, coordination, and implementation of IT initiatives. Identifies issues, risks, and opportunities and facilitates appropriate action to resolve, mitigate, and navigate. Establishes short-term, mid-term, and long-term goals and objectives. Manages and oversees high-profile projects and complex assignments issued directly by agency leadership related to CHI data modernization, data interoperability, and IT solution development. Maintains project management and issue log to ensure awareness of each issue’s status and risk mitigation needs. Reports progress on resolutions to division and section leadership. Coordinates with programs and HHSC IT to identify solutions, assuring the use of best practices and standards. Follows up with program and IT staff to ensure resolution is achieved. (30%)
EJF 2. Provides technical assistance, guidance, and training to CHI section IT liaisons in planning, prioritizing, analyzing, and overseeing the delivery of IT solutions and asset management. Develops strategies to improve IT-related operations and project coordination and management. Coordinates and completes CHI and agency assignments. Provides guidance to section leadership in the analysis of program requirements and procedures and the development and integration of new strategies to improve efficiencies. Works with sections to improve operations and provides support to plan and carry out IT initiatives and special projects. Assists with identifying and prioritizing section IT needs, ensuring alignment with agency and division goals by Identifying opportunities to utilize existing or future technology. Monitors project progression and provides recommendations in the development, coordination, and implementation of initiatives and resolutions which address operational dependencies and efficiencies. Leads monthly IT meetings with section IT liaisons. (25%)
EJF 3. Interprets policies, procedures, rules, regulations, and standards of DSHS, HHSC, and other relevant agencies. Reviews, analyzes, and ensures compliance with division and agency policies. Develops and maintains division-level IT-related policies, procedures, and standards of practice. Assists in the coordination and optimization of CHI operations and program functions by providing training and guidance on technical efficiencies. Provides guidance and consultation to programs on IT-related reports and presentations. Maintains division asset inventories including hardware and software and coordinates with IT staff, division financial analysts, and sections when new purchases and renewals are required. (25%)
EJF 4. Represents the division and Associate Commissioner on IT-related meetings and workgroups, including CHI Management Committee meetings, IS Investment Advisory Team meetings, project sponsor and executive steering committee meetings, Information Resources Manager/division meetings, application development/division meetings, application development/section meetings as needed, and other meetings as assigned by the CHI Associate Commissioner, Deputy Associate Commissioner, and ODASP Director. Prepares summaries, presentations, talking points, and briefings for division leadership and section IT liaisons. Completes assignments concerning IT and coordinates with sections to ensure accuracy and validity of information. (15%)
EJF5. Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery of Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements. (5%)

Skill in the use of computer software such as Microsoft Word, Excel, PowerPoint, SharePoint, PowerPlatform (preferred), SmartSheets or other project management tools.
Ability to plan, organize, schedule, and monitor completion of assigned projects.
Ability to develop and evaluate policies and procedures.
Ability to assess and manage priorities.
Ability to organize and present complex information to a variety of audiences verbally and in writing.
Ability to communicate clearly, concisely, and effectively with different levels of staff.

Initial Selection Criteria:
Graduation from an accredited four-year college or university. Master’s degree preferred.
Experience managing or coordinating IT projects within the Texas Health and Human Services (HHS) System.
Preferred experience working in project coordination with IT staff.
Experience coordinating large-scale assignments across multiple areas.
