Department of Food & Agriculture is Hiring a STAFF MANAGEMENT AUDITOR Near Sacramento, CA

Per CCR 249.3, this job control may be used to fill subsequent vacancies.
The Executive Office is recruiting to fill one (1) Staff Management Auditor position located in Sacramento County.
Under the general direction of the Audit Chief (CEA) and Assistant Audit Chief, the incumbent is responsible for leading, conducting and supervising a small group of auditors in performing external audits for the department. The external audits involve traveling to and conducting performance audits of the various egg handlers submitting required egg mill assessment fees to the California Department of Food and Agriculture’s (CDFA) Egg Safety Quality Management (ESQM) program. Organizations selling eggs and egg related products in California must be registered and pay monthly or annual assessments to the ESQM. These egg handlers are located primarily in California, however, several egg handlers and food processing companies that sell eggs and egg products in California are located throughout the United States of America.
Given the nature of the Audit Office, the incumbent is required to exercise the highest degree of initiative, independence, and integrity as errors in the incumbent’s work could adversely affect the Department.
Duties include, but are not limited to:
  • Travel throughout the State to conduct performance audit of various egg handlers that are registered with the CDFA’s ESQM program.
  • Plan, organize, supervise, and direct the work and day to day activities of professional auditing staff. Review and evaluate work performance, set work standards and goals, provide guidance and leadership, coaching and mentoring, and take corrective action when appropriate.
  • Work collaboratively with interdepartmental staff and control agencies and external entities on issues impacting the program audits. Inform the ESQM of audit concerns as encountered.
  • Serve as the technical expert for the ESQM audits and provide leadership, guidance, and technical expertise to management and staff.
  • Perform quality control reviews of audit workpapers and audit reports prepared by fellow auditors assigned to the engagement.
  • Verify the accuracy of audit findings and recommendations with audit work papers. Resolve issues of concerns and discuss audits with management and other officials interested in the audit program.
  • Write correspondence explaining provisions and application of government rules and regulations, discussing audit procedures, findings, and recommendations with the organizations and department personnel.
  • Provide updates and presentations to the Shell Egg Advisory Committee as requested.

Working Conditions

The incumbent works in a variety of work environments. The work area is equipped with a desk, phone, computer, printer and other standard office equipment. Travel by air, car, or other transportation systems to perform duties will be required. Incumbent is required to maintain a valid driver’s license.
This position requires up to 40% overnight travel with the limited possibility of out of state travel. Regular or recurring telework may occur as part of the incumbent’s ongoing regular schedule in accordance with CDFA’s Telework Policy.

Department Information

As a part of the California Department of Food and Agriculture (CDFA), Executive Office, the Audit Office functions as an independent oversight office of the department and is responsible for conducting external audits that are required and requested, internal audits, evaluations, and reviews of the CDFA divisions and programs, and grant awards.

Special Requirements

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within thirty (30) days of appointment, on an annual basis, and upon vacating the position. The incumbent must complete an Ethics orientation training course within six months of assuming a Form 700 covered position, and every two (2) years thereafter, by December 31 of each numbered year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
