Essential Functions and Objectives:

Serves as the district's leader for school planning and the SchoolChoice process, ensuring equity and transparency in student enrollment. Acts as primary advisor to senior leadership and the Board of Education on enrollment and school portfolio strategies, providing high level strategic analysis to drive decision-making. Oversees the identification of related long-term needs, planning and solutions, including the development of appropriate strategies, policies and community engagement processes needed to gain approval for those solutions. Manages shared campuses that are occupied by more than one school and oversees the major acquisition, disposal and use of school land, property and buildings.

Reports to Chief Financial Officer (CFO). Plans, assigns and supervises the work performed in the areas of responsibility and ensures compliance with District policy and practices and appropriate federal, state and local rules and regulations.
  • Provides leadership and management of a high performing team in order to serve the needs of school leaders, senior leadership, and the community on issues related to school planning and in the SchoolChoice process.
  • Represents District as a primary spokesperson to the media and the community on sensitive processes, including those related to school openings, closures and boundary changes.
  • Provides critical decision, planning and strategy support to Call for Quality New Schools process and board policies and decisions related to school opening and closure, enrollment equity and school boundaries, including shared boundaries.
  • Advises the Superintendent, Board of Education, and senior leadership team on school portfolio needs related to population growth, under-performance and inequity of access for underserved populations.
  • Executes the annual SchoolChoice process, the assignment of 90,000 students to more than 200 schools, including the design and implementation of future technology solutions to drive cost savings and family satisfaction increases.
  • Leads decision strategic analyses and process improvement for operational client’s strategies to improve customer service and drive cost reductions.
  • Liaises with academic leadership on enrollment trends impacting school budgets and demographics to minimize Reduction in Budget (RIB) situations related to enrollment changes.
  • Delivers enrollment projections and long-term enrollment forecasts to inform district-wide budget planning process.
  • Creates and presents the annual Strategic Regional Analysis outlining areas of progress and need to meet district strategic goals.
  • Collaborates with national philanthropic and government agencies to identify areas for partnership.

Knowledge, Experience & Other Qualifications:
  • Five (5) or more years of experience in education/institutional planning or research, including experience developing, managing, and delivering analysis and decision support to C-level executives.
  • Five (5) or more years of management responsibility.
  • Knowledge of applicable laws and regulations.
  • Demonstrated knowledge of principles of strategy development, planning and project management.
  • Ability to develop, plan, and implement long-range goals, establish priorities, and organize resources.
  • Demonstrated experience performing as an effective leader and team player, recognizing and resolving conflicts or potentially controversial situations through diplomacy.
  • Strong interpersonal, coaching and leadership skills, including the ability to lead a high-performing team.
  • Excellent written and verbal communication skills, including to senior leaders and difficult community groups.
  • Looks for ways to significantly improve business performance and growth.
  • Demonstrated ability to develop very strong relationships with multiple stakeholders inside and outside an organization.
  • Very strong analytical and quantitative skills with knowledge of advanced statistical techniques preferred.
  • Encourages diversity and mutual respect among team members and demonstrates compassion and sensitivity.
  • Strong knowledge of/or interest in issues surrounding K-12 education.

Education Requirements:
  • Bachelor’s Degree in Administration, Education, Public Policy or related field required.
