Delta Solutions and Strategies is seeking a Senior Management Analyst. This position at USNORTHCOM consists of the assessment, monitoring and evaluation of the USNORTHCOM Humanitarian Assistance Program and the DoD Security Cooperation Enterprise; Country Program Monitoring and updating records in associated databases. In partnership with the interagency, components, and the Offices for Defense Coordination (ODC), USNORTHCOM J49 plans, coordinates, and executes the Humanitarian Assistance Program (HAP) to build capacity in Disaster Preparedness/Disaster Risk Reduction, Health, Education and Infrastructure in Mexico, The Bahamas, and other locations.

What you will be doing:

• Provide support to USNORTHCOM Civil – Military Cooperation Division (J49) in the Government’s Assessment, Monitoring, and Evaluation (AM&E) of the USNORTHCOM Humanitarian Assistance Program.
• Assist J49 in developing initiatives for the purpose of assessment, monitoring and independent evaluation in country-specific humanitarian assistance security cooperation sections of the theater campaign plan and supporting campaign development plans that comply with instruction and guidance in DoD 5132.14 and AMM Chapter 12.
• Assist in facilitating participation of subject matter experts (e.g. ODC) and other appropriate participants in developing, assessing, and managing implementation of Initiative Design Documents (IDDs).
• Develop and coordinate IDDs, including nomination of projects in the Overseas Humanitarian Assistance Shared Information System (OHASIS) to plan and gain approval of HA projects.
• Assist in monitoring of all significant initiatives outlined in the performance management section of the IDD that including output/outcome monitoring of the results of security cooperation initiatives.
• Ensure notification, coordination, and confirmation through the ODC to the embassy and consulates of the engagements and presence of project participants in country.

• Inspections experience
• COCOM experience

In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this position is $90,000-$105,000. Please note that the salary information is a general guideline only.
