Project Manager – Renewable Energy Projects in Tribal Communities / Rural Alaska

We are seeking a highly skilled and dedicated Project Manager to oversee grant-funded infrastructure projects focused on renewable energy deployments, such as solar and battery energy storage systems, across rural Alaska.

Location: Alaska (Anchorage, Remote, or Hybrid)

Job Type: Full-time

Background:

DeerStone Consulting specializes in advancing rural infrastructure projects across Alaska, focusing particularly on the integration of renewable energy into rural microgrids. These projects are not only grant-funded but also require strict adherence to federal and state regulations such as Build America, Buy America (BABA), the Davis-Bacon Act, and 2 CFR 200 procurement standards.

The Project Manager plays a crucial role in three key areas:

  • Project Management & Owner’s Representation: The Project Manager will lead the planning and implementation of projects, while also acting as the owner's representative to ensure projects are delivered on time, within budget, and according to predefined scopes. This dual role involves closely monitoring project progress, adapting strategies to overcome challenges, and ensuring that all stakeholder expectations are met.
  • Compliance Oversight: Ensuring all projects comply with necessary regulations, maintaining rigorous documentation and liaising with regulatory bodies to meet all compliance benchmarks.
  • Financial Optimization: Leveraging tax credits and other financial incentives to enhance project viability and sustainability, thus maximizing community benefit and long-term economic impact.

Key Responsibilities:

  • Project Management:
  • Lead the planning, execution, and closing of renewable energy projects.
  • Coordinate with internal teams, external contractors, and stakeholders to ensure timely and within-budget project delivery.
  • Monitor project progress, adjust schedules and resources as necessary to meet project objectives.
  • Manage risks and respond to project challenges to minimize impacts on scope, schedule, and budget.
  • Compliance:
  • Ensure projects comply with all relevant federal and state regulations, including Build America, Buy America (BABA), Davis-Bacon Act requirements, and adherence to Procurement Rules (2 CFR 200).
  • Prepare and maintain comprehensive project documentation to meet auditing and compliance standards.
  • Liaise with legal and regulatory advisors to stay updated on compliance requirements and implement necessary changes.
  • Financial Optimization:
  • Leverage available tax credits and other financial incentives to optimize project funding and returns.
  • Work with financial analysts to model project economics under various scenarios and optimize financial structures.
  • Ensure accurate and timely filing of necessary documents to secure tax credits and other incentives.

Required Qualifications:

  • Bachelor’s degree in Project Management, Engineering, Business Administration, or related field.
  • Proven experience in managing infrastructure or renewable energy projects.
  • Strong understanding of federal funding and compliance regulations, including BABA, Davis-Bacon, and 2 CFR 200.
  • Experience in financial modeling and tax credit applications in the context of renewable energy projects.

  • Exceptional written and verbal communication skills. Ability to navigate complex discussions and advocate effectively for Tribal and program needs.
  • Ability to work in a dynamic environment and adapt strategies to meet evolving needs and opportunities.

Job Type: Full-time

Pay: $99,000.00 - $135,000.00 per year
