General Description

PREFERRED HIRING RANGE: $67,643-$76,099 Annually
FULL SALARY RANGE: $67,643-$105,693 Annually (Grade 108)
LOCATION: West St Paul (NSC), Hybrid on site and remote
UNION: None

This position is funded with potential of a fulltime position within the department after one year.
What you will do
This role will function as a technical Business Analyst gathering the requirements to plan, design, develop, and launch efficient business systems that support the core functions of the Employment & Economic Assistance Department. This includes gathering and analyzing data in support of business cases, developing business requirements, and completing the actual system improvements. This position is responsible for making the use of electronic document management systems, process automation, and data pipelines as efficient as possible. This is a hybrid position working remote and on-site at the Dakota County Norther Services Center in West St. Paul.

Minimum Qualifications

  • Bachelor's Degree or higher in the field of business administration, computer science, accounting, or management information systems; and,
  • 3 years of IT Business Systems Analysis work experience, with 2 of those 3 years having experience in OnBase administration and/or similar electronic document workflow development.
OR
  • An equivalent combination of education and experience to total 6 years.
ABOVE WORK EXPERIENCE MUST INCLUDE THE FOLLOWING:
  • Experience with Microsoft SQL databases.
  • Experience with designing workflows in OnBase or similar electronic document management systems.
PREFERRED QUALIFICATIONS BEYOND MINIMUM REQUIRED:
  • Experience working within the public sector and/or human services.
  • Experience with Unity Forms/Client and OnBase 18 and above.
  • Obtained or ability to obtain OnBase Certified System Administrator (OCSA) certification.
  • Obtained or ability to obtain OnBase Certified Workflow Administrator (OCWA) training.
  • Product owner and/or subject matter expertise in OnBase.
  • Experience creating and translating user stories to different stakeholders.
  • Proven experience/ability to handle several projects at one time.

Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.
Strategy & Planning:

  • Meet with systems owners and users to define business requirements, system goals, and identify/resolve business system issues.
  • With assistance, lead design sessions for prototyping new systems and/or workflows.
  • Help identify and establish scope and parameters of systems analysis in order to provide input to the project plan.
Acquisition & Deployment:
  • With some direction, help with the planning, design, development, and deployment of new applications, and enhancements to existing applications.
  • Produce OnBase and/or Unity workflow changes as specified by requirements.
  • With some direction, do research on software and hardware products to help with recommendations and to support purchasing efforts.
Operational Management:
  • Provide input to the project plan to define scope, work breakdown, and task assignments.
  • Create system design specifications from the design and prototyping sessions with IT staff and business users.
  • With minimal direction, create data models, workflow models, and use cases to provide direction to application programmers.
  • Coordinate and perform in-depth tests, including end-user reviews, for modified and new systems, and other post-implementation support.
  • With direction, provide orientation and training to end users for modified and new systems.
  • Other duties as assigned.

Knowledge, Skills & Abilities and Work Environment

  • Experience in the analysis, design, and implementation of software and hardware solutions, systems, or products. Specifically, electronic document management systems.
  • Good understanding of data modeling, workflow modeling, and use case development.
  • Good understanding of relational databases, such as MS SQL.
  • Ability to import data for use in report software, spreadsheets, graphs, and flow charts.
  • Working knowledge of programming languages, such as C#, Web, Windows .NET.
  • Working knowledge of PC and server operating systems, including Windows OS.
  • Good project management skills.
  • Hands-on experience developing test cases and test plans.
  • Knowledge of applicable data privacy practices and laws.
Work Environment:
  • Hybrid – onsite work at Northern Services Center and remote.
  • Sitting for extended periods of time.
  • Dexterity of hands and fingers to operate a computer keyboard or mouse, and to handle other computer components.
  • Lifting and transporting of moderately heavy objects, such as computers and peripherals.
