CYB Human Resources is Hiring an Environmental Specialist I Near Owasso, OK

Seeking a Planning/Environmental Specialist to provide assistance with the preparation of planning and environmental studies and NEPA documentation for various infrastructure projects across multiple business lines.

Geographic information systems (GIS) analysts manage and leverage GIS resources to create maps and graphic reports. They collect and handle data, provide mapping services, perform technical research and analysis, and coordinate activities. GIS analysts are both subject matter experts and cross-functional leaders.

Location or footprint maps for the project · using ODOOT County / City Maps from the ODOT Website: www.okladot.state.ok.us/hqdiv/p-r-div/maps.

Property owner letters and BLM and BIA letters

· Pulling parcel data, putting in excel, develop mailing labels

· Tribal Properties within the Study Footprint

· Printing and mailing

Farmland Impact

· NRCS Coordination for determination for Farmland Impact, complete the Form AD 1006 and send with the cover letter to NRCS

· Calculation of acres

Flood Plain Impact

· Create Flood Plain Maps from the FEMA website to identify whether the project falls within the regulated flood plain extents (Zone A-E) and create a firmette.

Public Involvement / Create Public Involvement Plan

· stakeholders which a minimum include property owners within the project extent, nearest city/town emergency services (police, fire, hospital, etc.), schools within the district, County Commissioners, post office, Oklahoma Department of Wildlife Conservation (ODWC) (In case the road is being used to get some fishing or hunting area), State Troopers (List available from ODOT), Emergency Medical Services for the County or nearest City.

The Planning/Environmental Specialist will:

· Collect and analyze social, economic, and environmental data to be used in developing alternatives and in assessing potential impacts of proposed actions.

· Review and apply procedures for compliance with environmental regulations under the National Environmental Policy Act (NEPA).

· Prepare technical reports, planning studies, and NEPA documents.

· Prepare regulatory permits and approvals in compliance with environmental laws.

The Planning/Environmental Specialist will also create and implement public involvement activities, including developing public involvement plans, creating materials for communicating project information to the public, and participating in public and stakeholder meetings.

This position will have the opportunity to make a daily impact on projects by being involved in a variety of project types with diverse clients, working collaboratively with internal project teams, and expanding our services through high-quality work.

Requirements

· Bachelor’s degree in a field related to planning or the environmental sciences.

· Minimum of 2 years of experience with planning and/or project development under NEPA, particularly with regards to transportation projects.

· Excellent communication skills and able to work on a collaborative team, both internally and externally, in both leadership and support roles.

· Proficiency in technical writing.

Preferred Skills

· Established knowledge of State and Federal environmental regulations and guidelines.

· Experience with public involvement and outreach.

· Availability for occasional overnight travel (generally less than one week).

· Proficiency with Geographic Information Systems (GIS) analysis and mapping.

· Working knowledge of MicroStation, AutoCAD, ArcMap, Inroads, and/or other engineering and mapping software.
