Location: San Antonio, TX 
Job description
TheUtility Inspector is the Company’s authorized representative and is to observe thecontractor's progress and inspect all activities in his/her assigned areas inaccordance with Company drawings, plans, specifications and the terms of theconstruction contract or agreement. The Utility Inspector may be required tohave specificgasdistributionexperiencewithregardtocustomerservice.TheUtilityInspectorworksunder thedirectionoftheChiefInspectoror Customer's Representativeandwillalsobeaskedtoassistother certified Craft Inspectors and may function individually onsmallerprojects.
 Project Responsibilities

1.Continuously inspectthe contractor’s workmanship and observe and document conformance to Customerspecifications.

2.Observe and documentcompliance with all project-specific environmental requirements as outlinedwithin the Project Storm Water Pollution Protection Prevention (SW3P) Planand/or as specified within the project contract documents, specifications anddrawings.

3.Observe and documentcompliance with all project-specific right-of-way requirements as outlinedwithin the Project drawings and specifications, the Right-of-Way Line Listand/or as directed by the project Right-of-Way Agent.

4.Review and becomefamiliar with the drawings, specifications, and the construction contract orcontractor agreement plus rights-of-way requirements.

5.Inspect the workperformed by the contractor on assigned areas of responsibility to observe anddocument Customer standards and specifications are completed satisfactorily.

6.Observe and documentthat any design changes or material substitutions are discussed with the ChiefInspector or Customer Representative and that proper Customer approval isobtained.

7.Keep the ChiefInspector and/or Customer Representative aware of any daily problems and/oranticipated problems. Make immediate notification of any unsafe issue or aspecification or applicable code violation.

8.Observe and documenteach joiner is making sound joints, other than welding, in accordance with Customerspecifications, including utilization of the correct joining procedure.

9.May assist withinspection, under the direction of other certified craft Inspectors assigned tothe project.

10.May assist with hydrostatic test set-up and/or performsuch tests in the field.

11.Record all damage occurring to the pipe during allstages, including bending operations, and mark the damage on the pipe andcoating for later repair.

12.Verify that the ditches are excavated to the establishedcenterline.

13.Assisting the construction contractor to observe anddocument that all foreign pipelines, cables or other structures are located andstaked prior to trenching.

14.Record all damage done to foreign lines or structures bythe construction contractor and verify that all repairs have been made to thesatisfaction of the foreign line/structure operator.

15.Observe and document that the construction contractor hasprotected, as necessary, the open trench at the end of each day.

16.Verify that the ROW has been staked according to the specificationsand that the construction contractor maintains the stakes.

17.Verify that the line is supported uniformly andcontinuously within the bottom of the ditch to protect the exterior coating andprovide appropriate support to eliminate unnecessary stresses.

18.Verify that the required, appropriate padding has beeninstalled by the construction contractor, both below and above the pipe.

19.Ensure that no ditch is backfilled unless the pipe hasproper depth, fit and dirt pad.

20.Verify that the pipe has been completely hydrotested, asrequired.

21.Verify that the pipe has been completely dewatered, asrequired.

22.Verify that all required warning devices, barricades, andflagmen are present to prevent accident and injury to persons and property. Allsuch warning devices and barricades including the number, size, type, andlocation of such devices, shall meet the safety requirements of the local,state or federal authorities having jurisdiction.

23.Observe and document coating material and applicationprocedures and equipment meets contract specifications and manufacturer'srecommendation.

24.Perform periodic measurements on applied coatings toverify that girth weld coating and all repairs are applied to requiredthickness.

25.Observe and document that all coated pipe is visually andelectrically inspected 100% and that all damaged coating is repaired andelectrically inspected 100% prior to lowering-in.

26.Observe and document that holiday detectors are setaccording to specifications and that they are checked periodically for accuracy.

27.Obtain a good working knowledge of the specific coatingmaterial and application procedure needed to be able to make qualified ajudgment of the quality of the coating applied to field joints. This mayrequire training obtained from the coating manufacturer.

28.Observe and document proper completion of companyreports, documentation and as- built "red-lined" or"as-built" drawings, provide the Chief Inspector, or his designee, withall necessary information, including as-built changes, joint-tally information(wall thickness, grade, type coating and pipe-mill designation), pipesurveillance data, and cathodic-protection facility locations prior to leavingthe job site.

29.Observe and document that customer service is restoredaccording to Customer requirements, including initiation of gas service tocustomer facility and relighting customer facilities.

Requirements

NACE level 2 Certification

5 years in pipeline inspection experience
OSHA 10-preferred
Valid Drivers License
Able to Pass a Drug Screen
Able to Pass a Federal Background Check
