Cuyahoga County Board of Developmental Disabilities is Hiring a Fiscal Systems Administrator Near Cleveland, OH

Overview

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking an administrator who will be responsible for oversight of Cuyahoga DD budget, fiscal systems, and financial sustainability. Ensure strategic plan initiatives stay within our changing budget constraints. Responsible for communication and compliance with Cuyahoga County administration office. Oversight of financial systems in accordance with Cuyahoga DD and Cuyahoga County policies and practices. The nature of work will include but is not limited to the following:

  • Responsible for overseeing the agency budget and long-term financial health of the organization.
  • Participate in budgetary planning for annual and strategic plans. Assist Department Directors to understand and prioritize funds available for initiatives and other department expenses.
  • Continuously monitor long-term fiscal sustainability based on changing information such as significant changes and trends from county, state, and federal agencies. Advise CBO and executive team on such implications and make resulting recommendations.
  • Act as primary contact for questions and concerns related to Cuyahoga DD budget and payments with Cuyahoga County Fiscal Administration and Office of Budget Management. Respond to county requests for information.
  • Participate in Cuyahoga DD annual budget process.
  • Work with Communications Director to ensure accuracy of publicly shared financial information.
  • Provide training on financial systems as needed.
  • Advise Cuyahoga DD staff regarding budget questions and issues.
  • Create, review, and revise procedures to ensure efficient and consistent financial practices.
  • Participate in the preparation of annual reports required by DODD (CB Cost Report, CB Cost Projection), and provide support during audits.

PERSONAL CONTACTS: Frequent contact with the County Office of Budget and Management, County Fiscal Office, Ohio Department of DD, Cuyahoga DD and other county boards’ management staff.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of general accounting principles and practices.
  • Knowledge of governmental accounting principles and practices preferred.
  • Understanding of relevant budgetary policies/practices and the ability to communicate this information to people with varying levels of understanding of the subject matter.
  • Strong Excel skills for reporting and data analysis.
  • Knowledge of accounting software implementation and administration.
  • Ability to represent and articulate Cuyahoga DD’s interests with county and state agencies.
  • Excellent oral and written communication skills.
  • Ability to work independently or with minimal direction.
  • Ability to adapt to changing requirements and procedures.
  • Ability to collaborate and function effectively as part of a team.
  • Ability to organize multiple priorities and react to emergencies.

** Salary: The salary listed in the header is the base salary for employees in Pay Schedule D. The actual starting salary is negotiable based on the breadth and depth of the knowledge, skills, and experiences as well as qualifications brought by the candidate. It is the Cuyahoga DD’s intent to pay each employee a salary that is reasonable and competitive based on the market rate for the position, while also considering internal equity and the budgetary constraints.
