POSITION DETAILS
The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 25 colleges. CIS supports enterprise IT and applications and identifies and develops new technologies that advance the University's core mission. CIS operates and maintains the University's network, the enterprise Data Center, and the CUNY Service Desk, manages the processes of safeguarding the University’s IT assets and maintains the security posture by operating the CUNY Security Operations Center (SOC). Additionally, CIS develops disaster recovery plans for business continuity and supports the CUNYfirst Enterprise Resource Planning (ERP) solution that integrates student administration, financial management, and human resources operations across CUNY’s 25 colleges. CIS provides strategic and operational IT leadership to all CUNY campuses.
Reporting to the Executive Director of the CIS Business Office, the CIS Budget Director will oversee complex IT budget management and IT vendor contract management. This role entails coordinating all budgetary activities pertaining to tax levy and non-tax levy accounts, as well as Personnel (PS) and Other Than Personnel Services (OTPS) within the division. The ideal candidate will optimize operational and capital budget expenditures, oversee IT vendor contracts, and enhance the overall efficiency and effectiveness of the IT division.
Key responsibilities include, but are not limited to the following:
Prepares monthly reports to maintain fiscally sound practices and adherence to financial goals.
Analyzes financial information to support decisions regarding resource allocation and operational and capital project planning.
Prepares detailed reports to reconcile the budget and expenses on CUNYfirst to CUNYbuy.
Serves as a division expert resource on matters related to IT budgeting, liaises with UBO and DASNY on behalf of CIS regarding budget allocation and modifications, works closely with finance teams to track and report on IT expenditures, provides regular updates to senior management, and fosters a collaborative and results-oriented culture within the CIS and CUNY.
Performs all tax levy and non-tax levy CUNYfirst budget modifications in coordination with UBO’s journal entries, and all necessary entries for Personnel and Other Services.
Creates, develops, and implements budgeting procedures to ensure operational compliance with interpretation of university policy, Research Foundation and Federal, State and City regulations; provides guidance on budget policies and procedures to ensure compliance and adherence to regulations.
Provides support and assists with the preparation of the division's annual financial plan.
Directs the administration and management of the division’s capital budget including working with CIS leaders to develop plans, preparing, and submitting capital funding requests and overseeing management of capital budget procurements and budget status.
Collaborates with CIS’ senior management on the planning, development and management of the division's budgets.
Oversees CIS' consultant budget and expenditure and leverages the Power BI tool for enhanced management and reporting analysis.
Leads, mentors, and develops a high-performing team of CIS Business office staff.
NOTES:
Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office.
This position is excluded from union representation in the collective bargaining unit.
QUALIFICATIONS
Minimum:
Bachelor's Degree and eight years' related experience required.
Preferred :
The ideal candidate should demonstrate or possess:
8 years of progressive experience in IT budgets and vendor management in the public sector with a proven record of successful vendor negotiations and cost optimization
Strong knowledge of IT contracts, licensing, legal considerations, IT procurement processes and capital processes
Excellent communication, interpersonal, and leadership skills, with a proven ability to understand key IT industry-standard and procurement concepts and communicate effectively with technical staff, business stakeholders, and senior management to enhance understanding and drive decisions that lead to positive outcomes
Strong analytical, data-processing, and critical thinking skills
Higher education experience is a plus
An understanding of strategic business objectives and the ability to drive results toward those objectives
Proven organizational skills with acute accuracy and attention to detail and the ability to perform under pressure, while managing multiple priorities with competing demands for resources

Manages all financial reporting and compliance activities, including preparation of financial statements, statistical reports, and funding determinations
Liaisons with internal and external financial auditors as well as various College, University and governmental representatives
Oversees analytical reporting and provides strategic financial guidance to support decisions regarding resource allocations and operational planning
Manages professional staff responsible for budget projections, allocations and transactions
Performs related duties as assigned.

The salary range is $129,310, - $150,000 (subject to University approvals); commensurate with qualifications, education, and experience.
