Cumberland County is Hiring a Transportation Planner II POS # 119000022 Near Fayetteville, NC

The Fayetteville Area Metropolitan Planning Organization (FAMPO) is seeking a Transportation Planner II to perform experienced transportation planning and programming for the Fayetteville urbanized area including the City of Fayetteville, Towns of of Eastover, Erwin, Hope Mills, Spring Lake, and Raeford, the Fort Liberty Military Reservation, and portions of Cumberland, Harnett, Hoke, Moore and Robeson Counties.
Writes and edits federal financial and grant invoicing and reporting documents, which include financial reimbursement packages, special studies, and written correspondence
Performs research, written and graphic analysis of planning, geographical, census and other data
Conducts citizen participation tasks involved in preparation of grants, plans and studies
Serves as staff to the Fayetteville Area Metropolitan Planning Organization (FAMPO) and the Fayetteville Area Committee for Transit (FACT)
Assists local municipalities with preparation of grant applications and other transportation technical assistance
Serves as Senior Transportation Staff in the presence of all FAMPO staff and especially in the absence of the Executive Director
Graduation from an accredited four-year college or university with a degree in urban or regional planning, geography, public administration, engineering, community development, or a related field and four (4) years of experience in governmental planning; or an equivalent combination of education and experience.

Management Preference
AICP certification is preferred.
Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver’s license is from another state, you will be required to obtain and show proof of a valid NC driver’s license within 60 days of hire.
Negative drug screen and background check are required.
Knowledge of the County’s zoning, land use, and other ordinances and codes, especially in their assigned program area
Knowledge of the principles and practices of community and economic development and public sector planning and/or landscape design
Knowledge of application of Federal Highway Administration
Knowledge of governmental laws, programs, and services pertinent to the community and economic development and planning processes
Knowledge of the environmental and socio-economic implications of the planning process
Knowledge of GIS systems including application of software, hardware, and peripherals to planning needs
Skilled in the collection, analysis, and presentation of technical data and planning recommendations
Skilled in conflict resolution, meeting facilitation, and public presentations
Ability to supervise and provide constructive feedback
Ability to establish and maintain effective working relationships with community groups, federal, State, regional, County officials, and the general public
Ability to prepare comprehensive reports and studies; ability to express ideas effectively
