TITLE: Assistant Finance Manager (Exceptional Children’s Programs)
FLSA STATUS: Exempt
QUALIFICATIONS: Bachelors’ degree from an accredited four-year college or university with a major in accounting and two years accounting experience. Must possess a working knowledge of Microsoft Office and other relevant technology. Must possess excellent communication skills.

REPORTS TO: Executive Director of Exceptional Children’s Programs
JOB GOAL: To work cooperatively with the Executive Director of Exceptional Children’s Programs and Business Operations office personnel to ensure funds are correctly budgeted and expended to meet the instructional needs of students with disabilities.
DUTIES AND RESPONSIBILIITES:
Assists with the preparation of applications for various sources of funding including Group Home, Developmental Day funding, IV-B Grant, Preschool Grant, BSS Grant, VSAF, etc.
Prepares budgets, analyzes budget execution, and creates and submits budget amendments for approval.
Coordinates various state, local, and federal budget functions to ensure minimal funding reversions.
Maintains, monitors, and ensures appropriate expenditure of instructional and staff development budget allocations assigned to the Executive Director, Director, and other personnel.
Monitors, reconciles, and verifies contracted services.
Reviews purchase order requisitions and assigns budget codes.Advises the Executive Director of Exceptional Children’s Programs when funds are not sufficient to support a purchase order requisition.
Assists with analyzing monthly payroll expenses, projected payroll expenses, and reports identified excess funds.
Assists with ensuring funds are available to pay for personnel allotments.
Coordinates with Human Resources and Payroll on position management, assignments, and pay sources.
Coordinates with purchase office, central receiving, and accounts payable section.
Maintains detailed EC allotments: i.e., program and school assignments, budget codes, whether full-time or part-time, etc.
Provides the Executive Director, Director, Program Supervisors, and others with custom reports when required.
Coordinates with the Exceptional Children’s Support Team, Business Operations, and others in the NC Department of Public Instruction to clarify questions regarding utilization of funding. Also, the Associate Superintendent for Finance, Associate Superintendent for Support Services, and the Executive Director for Transportation Services and Technology Department.
Assists with the development of financial data and writes descriptive justifications for state, federal, and private grant funding applications.
Prepares monthly financial status reports and briefs the Associate Superintendent for Support Services, Executive Director for Exceptional Children’s Programs, and others.
Assists in the preparation of reports including IDEA, Title VI, Part B Excess Costs, Headcount reports, End-of –Year Reports, Maintenance of Fiscal Effort, etc., to NCDPI, Superintendent, Associate Superintendent for Finance, and others.
Assists with federal and/or state financial compliance monitor activities.
Chairs and serves on special project committees as may be needed.

Performs other duties and accepts responsibilities as assigned.
PHYSICAL REQUIREMENTS:
Possess the visual acuity to work with data and figures, operate a computer, do extensive reading and prepare and present written and oral reports and statistical data.
Must have finger dexterity and be able to physically perform the basic life operational functions of kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion.
SPECIAL REQUIREMENTS:
Background check with local and state law enforcement agencies required.
Possess a valid North Carolina driver’s license.
