Job Description:

SUMMARY

The Licensing Agent I position reports directly to the Licensing Supervisor is responsible to fulfill the daily duties of Licensing. These duties include assisting with background investigations to ensure Three Rivers Casino Resort (TRCR) personnel and vendor companies meet all licensing suitability criteria in compliance with all Tribal, Federal, and State regulatory requirements.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Work with confidential and sensitive information. Must maintain confidentiality over all Tribal Gaming Commission, Surveillance Department, Tribal Police, Casino, and Tribal matters.
  • Act in accordance with Confederated Tribal Gaming Commission (CTGC) and Tribal Employee Handbook, personnel policies, operating procedures, minimum internal control
  • Assist the Licensing Supervisor with coordination, scheduling and notification of Commission meetings and hearings.
  • Act as background investigator for all vendors and vendor technicians.
  • Compile and organize complete investigative files of applicants and licensees.
  • Conduct detailed and on-going casino employee investigations and writes reports to comply with the CTGC Regulations, Compact and Tribal Ordinance.
  • Obtain and interpret criminal and personal history information from the Oregon State Law Enforcement Data System (LEDS), city, county and state law enforcement agencies, and state and local courts.
  • Obtain and interpret fingerprints reports and credit information from intelligence sources.
  • Review and track conditional licenses and background issues related to current licensees.
  • Assist with reviewing licensing applications, disclosure statements, financial documents and other records submitted by applicants.
  • Ensure all required State and Federal notifications are made within the allotted time period.
  • Investigate Class II & III vendor technicians, tracks expirations, maintains communication with vendor representatives writes reports and sends updates.
  • Schedule the renewal of all licensees, issues the necessary forms and tracks the return of such forms.
  • Print, track, and coordinate issuance and retrieval of gaming licenses issued to TRCR employees.
  • Write, utilize, and modify Licensing templates, reports and applications to meet the needs specific to each individual licensee.
  • Operate, maintain, and update the Licensing software and databases for TRCR personnel, vendor companies and their assigned gaming technicians.
  • Develop, write, and export database reports and queries.
  • Scan and maintain records for archive per the records retention policy.
  • Scan, track, and code bills relative to Licensing.
  • Take digital and manual fingerprints.
  • Attend mandatory and non-mandatory training, meetings and briefings.
  • Maintain appearance standards as outlined in CTCLUSI and CTGC policies.
  • Communicate effectively both orally and in writing.
  • Maintain a good attendance record.
  • Any other duties as directed by the Licensing Supervisor.

PHYSICAL & MENTAL DEMANDS

  • Must have ability to multitask and problem solve in a dynamic-detail intensive working environment.
  • Must have the ability to express or receive detailed information through oral communication.
  • Requires repetitive movement of the wrists, hands and or fingers.
  • Requires walking or moving to accomplish task.
  • May require standing and or sitting for sustained periods of time.
  • May require stooping with entails the use of lower extremities and back muscles.
  • May require lifting up to 50 pounds.

WORKING CONDITIONS & ENVIRONMENT

  • Frequently subject to inside environmental conditions which provide protection from weather conditions but not necessarily from temperature changes.
  • Occasionally subject to a smoke-filled environment while working on the gaming floor.
  • Occasionally subject to outside environmental conditions.

HOURS

  • 40 hours per week on a flex schedule, generally Monday through Friday 8:00 am to 5:00 pm (1-hour unpaid lunch) and are subject to change with minimal notice. Schedule may occasionally include nights or weekends.
  • This position is primarily located in Florence, Oregon for licensing of TRCR-Florence and TRCR-Coos Bay employees, but will also require licensing actions as needed in Coos Bay at the TRCR-Coos Bay.

LEVEL OF AUTHORITY AND RESTRICTIONS

  • Unrestricted access as needed to accomplish the mission of the Gaming Commission.

MINIMUM JOB REQUIREMENTS

  • Must be at least 21 years of age.
  • Must possess a High School Diploma or equivalent.
  • Two (2) years of investigative or law enforcement experience.
  • Two (2) years of report writing experience.
  • Five (5) years of office experience.
  • Must obtain and maintain CJIS (Criminal Justice Information Systems) and LEDS (Law Enforcement Data Systems) clearance and certification.
  • Experience consist with strong computer skills such as: proficiency in using Microsoft Office based database, word processing and spread sheet programs required.
  • Experience showing background working with confidential & sensitive information. Must sign a Confidentiality Agreement, sign and adhere to a Code of Ethics.
  • This position is subject to pre-employment and random drug testing and criminal history background checks which includes fingerprinting.
  • Must obtain and maintain a high security gaming license from the Gaming Commission
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.

PREFERRED QUALIFICATIONS

  • Two (2) years of gaming regulatory experience.
