CSCI Consulting is Hiring a Cost Estimator Near Scott, IL

Job DescriptionCSCI Consulting is looking for a Financial Analyst with 1-3 years’ experience who will be a member of a four-person consulting team of Information Technology (IT) system/program cost estimators. This person will work with and support Federal Civil Servants of the United States Transportation Command’s Program Financial Control division (J8-P) who provide financial support services to the Program Executive Office for Transportation (PEO-T). This position is a full-time position that will require going to Scott AFB daily except for planned and approved telework days.

Responsibilities

·Support a government agencies CFO organization in a DoD joint command.

·A wide array of cost estimates will be required, to include but not limited to: Independent Government Cost Estimates (IGCEs), Life Cycle Cost Estimates (LCCEs), Economic Analysis (EAs), Business Case Analyses (BCAs), Rough Order Magnitude (ROM) estimates, and Analysis of Alternatives (AoAs).

·Review current estimating processes, procedures, and tools to identify/develop innovative solutions to improve cost estimating capabilities of the government. Solutions developed by our cost estimating team should support the commands initiatives to improve Knowledge Management (KM) capabilities and standardize workflows.

·Coordinate program requirements with multiple members of an Integrated Product Team (IPT) (i.e. Program Managers, Engineering Technical Leads, Subject Matter Experts, contracting personnel, and Budget Financial Managers) to maintain program awareness and provide estimating support to government leadership when required.

Minimum Requirements

·All candidates must have an active DoD Secret clearance or be able to pass a federal background investigation.

·1-3 years’ experience in cost estimating, financial analysis, budget/funds management, or IT/Cybersecurity Engineering.

·Demonstrated expertise in the use of Microsoft Office programs (Outlook, PowerPoint, Excel, Word).

·Bachelors’ Degree in related field.

·Ability to work with clients to understand their needs.

·Strong organizational and time management skills.

·Excellent written and oral communication skills.

Preferred Skills

·Experience using DoD Financial Systems such as Defense Enterprise Accounting & Management System (DEAMS), Wide Area Work Flow (WAWF), Advana Data Analytics System, Procurement Integrated Enterprise Environment (PIEE), and/or other governmental systems related to finance and data analytics.

·Certified Cost Estimator/Analyst or equivalent recognized certification authority.

·Experience using DoD cost estimating systems/tools, such as Automated Cost Estimating Integrated Tool (ACEIT), Software Evaluation and Estimation of Resources – Software Estimation Model (SEER-SEM), TruePlanning, Crystal Ball, or other cost estimating tools or Microsoft Excel add-on like AtRisk.

·Demonstrated understanding of difficult Excel calculations, formulas, macros, pivot tables, charts, and other tools/features.

·Experience producing cost estimates for IT system/programs.

·Experience producing cost estimates in both “waterfall” and “agile” development environments.

·Experience producing cost estimates for systems in (and transitioning to) cloud environments.
