Accounting Manager

Basic Function

  • The Accounting Manager will lead the routine functions of the Accounting Department, including the supervision of department staff, oversight and administration of nonprofit grant accounting and government grant billings, implementation and enforcement of cost allocation plans, ensuring financial statements and records are properly compiled, prepared, and maintained, and ensuring that all financial data are recorded in accordance with Generally Accepted Accounting Principles (GAAP), Uniform Grant Guidance, and Agency policies and procedures, among other various accounting duties performed by the Accounting Department.

Responsibilities

  • Oversee financial operations including accounting, budgeting, billing, and revenue recognition.
  • Develop, implement, and monitor internal controls to safeguard assets, ensure accuracy of financial data, and prevent fraud and abuse.
  • Ensure compliance with regulatory requirements including Medi-Cal, HIPAA, Stark Law, and third-party payer regulations.
  • Coordinate external audits and regulatory reviews.
  • Provide guidance and support on financial policies, procedures, and best practices to the Accounting Department staff, to include at a minimum the Accounts Payable Specialist(s), DMC Billing Clerk Analyst(s), DMC Billing Clerk(s), DMC Billing Supervisor(s), DMC Lead Billing Specialist(s), Payroll Clerk(s), and Senior Accountant(s).
  • Stay informed about changes in healthcare reimbursement policies and regulations.
  • Conduct thorough and timely Performance Appraisals for all supervisees as per Policies & Procedures (at the end of the 6-month orientation period for new hires and annually thereafter).
  • Draft and implement Performance Improvement Plans as needed for supervisees.
  • Ensure the posting of cash receipts to the general ledger and accounts receivable subledger is accurate and timely.
  • Participate in and oversee contract billing activities.
  • Review and verify contract and private billing charges.
  • Assist with and oversee processing of payroll.
  • Ensure bank reconciliations are timely and thorough.
  • Oversee and revise, as needed, journal entries.
  • Verify and maintain fixed assets ledgers.
  • Assist with and oversee the preparation of budgets.
  • Assist with and oversee the preparation of cost reports.
  • Assist with and oversee financial and program audits.
  • Act as a backup for other accounting positions.

Skills and Knowledge

  • Knowledge of GAAP including healthcare and non-profit specific standards
  • Proficient in the use of Excel and Outlook

Education/Training

  • Bachelor of Science degree in Accounting from an accredited university
  • Certified Public Accountant (CPA) preferred.

Experience

  • Minimum 5 years general accounting experience.
  • Previous experience with healthcare finance or accounting.
  • ERP experience, Microsoft Great Plains preferred
  • Non-profit experience preferred

Special Conditions

  • Must be willing to undergo random drug screenings.

Position Reports to

  • Chief Executive Officer

Job Type: Full-time

Pay: $90,000.00 - $110,000.00 per year
