USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

The USAID/BHA Office of Global Policy, Partnerships, Programs and Communications (G3PC) serves as the principal focal point for humanitarian policy development, engagement, and institutional relationships with international organizations and other donor governments, among other areas of focus.

The Global Policy Specialist is expected to provide technical, programmatic, and analytical support to their assigned team or division within G3PC; specific duties will vary based on assignments. Global Policy Specialists possess technical expertise and professional work experience in the field of humanitarian assistance, usually in USG, non-profit, or international settings. Day-to-day work assignments and oversight will be provided by a USAID/BHA point-of-contact (POC), e.g. division chiefs, team leads, or deputy team leads, with formal supervisory and evaluation functions performed by a BHASC Performance & Development Manager.

Responsibilities

  • Provide analysis on humanitarian policy issues, work closely with high-ranking officials within the international community, and serve as a key source of information on specific humanitarian issues and policies for the office, bureau, and USG interagency.
  • Draft talking points, briefing memos, responses to interagency queries, and other documents that clearly convey USAID/BHA’s policy and strategic priorities for both internal and external audiences.
  • Anticipate the needs of the bureau regarding humanitarian policy developments and prepare analyses, briefings, documents and meetings as required.
  • Coordinate with bureau, Agency, and other stakeholders on key policy and/or programmatic issues, maintaining cooperative working relationships and serving as an expert point of contact for these stakeholders on USAID/BHA and G3PC equities.
  • Support USAID/BHA’s participation in high-level meetings and other events, including managing logistics, organizing background materials, coordinating with USAID/BHA offices and divisions on talking points and other materials, and ensuring bureau consistency and clarity.
  • Work actively with members of UN delegations on USG positions on humanitarian issues and liaise effectively with the UN offices in Geneva, Rome, and New York.
  • Attend various UN, NGO, and other meetings and provide authoritative information and views to formulate humanitarian policies and coordinate strategies on policy issues.
  • Develop familiarity with USAID/BHA programming policies and processes; support the timely review of funding applications; and facilitate the processing and management of G3PC awards.
  • Review partner reports to ensure programmatic objectives and deliverables are achieved.
  • Draft routine responses to partner or staff inquiries and participate in making recommendations to resolve issues, as appropriate.
  • Support the drafting, editing, clearing, and dissemination of written products, such as reports and briefing documents, within USAID/BHA and broader audiences, as appropriate.
  • Serve as an outreach coordinator or other role supporting the humanitarian coordination needs of USAID/BHA D.C.-based Response Management Teams (RMTs) and/or Disaster Assistance Response Teams (DARTs) overseas.
  • Perform other duties as assigned.

Qualifications

  • Preferred: At least 2 years of directly related experience with a Master’s degree, 3 years of directly related experience with a Bachelor’s degree, or 6 years of directly related experience without a degree.
  • Minimum: BS 2 Years, MS 0 , or HS 6
  • Familiarity with the international humanitarian assistance environment, operations, related policies, regulations, and inter-relationships among the USG, donors and other international organizations is required.
  • Detailed knowledge of humanitarian operations and partner programming – at country and at global level – is preferred.
  • Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

  • Working Conditions and Physical Requirements:
  • Hybrid work environment (in-person with the ability to telework);
  • Lifting in excess of 25 lbs, standing for long periods of time, traveling across base regularly, transporting equipment, etc).

    Full pay range for this position is $95,000.00 to $102,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.
