Position Summary:

The Cybersecurity Program Specialist will support Security Assistance programs to successfully carry out cybersecurity capacity-building programming globally. The Cybersecurity Program Specialist will provide technical contributions to project teams in the design, development, planning, implementation, and evaluation of ISN/CTR cybersecurity projects. The Cybersecurity Program Specialist will work collaboratively with ISN/CTR project teams while supporting the Senior Cybersecurity Technical Advisor in organization-wide efforts.

Major Responsibilities:

• Conduct needs/gap analyses of cybersecurity technical expertise for ISN/CTR programs and support the identification and evaluation of cybersecurity technical experts for ISN/CTR programming.
• Draft, review, and contribute to cybersecurity expert Requests for Proposals (RFPs); review RFP responses with project teams and contribute to evaluation of proposals.
• Draft, review, and contribute to cybersecurity expert Scopes of Work (SOW) for ISN/CTR cybersecurity capacity-building projects.
• Support ISN/CTR project teams in review of cybersecurity expert materials to ensure alignment with technical objectives and quality expectations.
• Support ISN/CTR project teams in identification of cybersecurity capacity-building follow-on programming.
• Support the Senior Cybersecurity Technical Advisor in development and implementation of cybersecurity strategy development and thought leadership activities.
• Support new business opportunities related to cybersecurity capability building programming, including contributing to writing or reviewing technical components of ISN/CTR cybersecurity-related proposals.
• Support the Senior Cybersecurity Technical Advisor in development of frameworks and tools for the design, implementation, and evaluation of specific technical components.
• Support the Senior Cybersecurity Technical Advisor in Monitoring & Evaluation (M&E) efforts for ISN/CTR programs including identification and tracking of cybersecurity capacity building outcomes and associated metrics; development and contributions to cybersecurity capacity-building M&E instruments such as learning assessments and surveys; and integration into ISN/CTR program logic models.
• Support the Senior Cybersecurity Technical Advisor in planning and development of fundamental cybersecurity capacity-building materials such as presentations, exercises, and case studies for delivery by the Senior Cybersecurity Technical Advisor.
• Support the Senior Cybersecurity Technical Advisor, Directors, and Program Managers on other tasks as assigned.

QUALIFICATIONS/SKILLS AND KNOWLEDGE REQUIREMENTS:

• Bachelor’s degree or relevant certifications in cybersecurity or related field.
• 2-3 years of work experience in the cybersecurity field.
• Knowledge of constituent cybersecurity capacity-building technical areas.
• Strong written and verbal communication skills
• Proficiency in Microsoft Word, Excel, PowerPoint, collaboration platforms such as Zoom or Slack, teleconferencing/webinar platforms such as Zoom Webinar or Webex, and ability to work with and maintain more advanced databases (experience with Microsoft Project and/or Salesforce is desirable)
• U.S. work authorization
