Reports to: Exceptional Childrens Director
Terms of Employment: 12 months
Pay Grade: ADMIN II
Pay Range: $4,217.00 - $7,789.00
FLSA Status: Exempt


Job Function

An employee with this job ensuring the overall operation of the Exceptional
Children Preschool Program in conjunction with the Director of the Exceptional Children
Program. This position is a member of the EC cabinet. Considerable time is devoted to
interagency coordination and collaboration, including NCPreK, Head Start, the Partnership for
Children, the Local Interagency Coordinating Council, Children’s Developmental Services
Agency, the Office of Early Learning and the Exceptional Children Program. Working with
many organizations is expected.


Education and Experience

  • Minimum requirements include a bachelor’s degree in special education or early childhood and a minimum of four years of specifically related experience in education.

Essential Functions/Typical Tasks

  • Follow all rules, policies, procedures, and processes of Craven County Schools, along with state and federal regulations pertaining to personnel issues.
  • Direct the planning, development, coordination and evaluation of operations for the Human Resource Services Division including establishing division goals.
  • Participate in the recruitment, selection, orientation, and retention of personnel.
  • Complete intake processing of all employees and conduct criminal background checks on employees, volunteers, and other entities that may impact the school setting.
  • Work closely with the Director of Human Resource Services in planning, directing, supervising, assigning and evaluating the school system’s recruitment activities including the district’s annual Teacher Recruitment Fair as well as attending recruitment fairs at selected colleges and universities.
  • Under the guidance of the Superintendent, direct and approve the selection, transfer, and promotion of all personnel.
  • Maintain all employee and volunteer personnel files and respond to legitimate inquiries regarding employee work status.
  • Oversee the implementation of the state’s On-line Educator Evaluation System for appropriate professional employees as well as the local Baldrige Continuous Improvement Process for classified and other employees.
  • Work closely with the Superintendent to coach principals as part of their evaluation process.
  • Maintain high visibility in the schools during the instructional day.
  • Conduct investigations of alleged misconduct of district employees and volunteers, analyze findings, and provide recommendations to Superintendent relative to appropriate action to be taken by the school district, if necessary.
  • Interpret personnel policies and regulations, including reprimands, dismissals, and disciplinary procedures; advise administrators of correct procedures, assist staff regarding individual personnel issues.
  • Oversee the division’s advice, support, and assistance functions in interpreting policies and procedures and in providing guidance to administrators and employees and other government agencies on employment, record keeping, retirement, grievances and other personnel matters and procedures.
  • Assume leadership role on the District Cabinet to assist with long-range strategic planning; assist with developing system-wide budget, plans, policies and activities; performs various duties assigned by the Superintendent.
  • Direct the development of systems, policies and procedures to streamline operational functions and minimize duplication of efforts and redundancies within school offices/departments; enhance the effectiveness of administrators and supervisors by assisting in the design of programs which are consistent with the school district‘s Strategic Plan for Performance Excellence.
  • Prepare and deliver written and oral presentations on personnel recruitment and management issues to the Board of Education, principals, teachers, parents and community groups; attend regular meetings of the Board; conduct staff meetings, attend other related meetings.
  • Assign, monitor, and evaluate the duties and work processes of the various specialists employed in Human Resource Services Division to include Intake, Disability, Retirement, Application Review and Release, Exit Questionnaire, Licensure, HRMS, SAR Reporting, Contract Maintenance, Board Spotlight of Employees, Substitutes, Volunteers, Criminal Background Checks, Drug Testing, Unique Identification System, Temporary Employment Services, Leaves of Absence, Workers’ Compensation, Unemployment Issues, and Stakeholder Concerns.
  • Oversees the selection of Teacher Ambassador and Principal-of-the-Year.
  • Plans and executes the annual Retirees’ Banquet.
  • Participate in a variety of boards and commissions; attend and participate in professional groups and committees.
  • Perform other duties and responsibilities as requested by the Superintendent.

Knowledge, Skills, and Abilities

  • Experience and knowledge of federal and state special education law and procedures
  • Child development (both typical and atypical development)

  • Level of proficiency in oral and written communication
  • To establish and maintain effective working relationships with staff, colleagues, and the
    broader educational community
  • Administrative experience in program planning

Duties and Responsibilities:

  • Oversee EC preschool program, to include preschool classrooms, preschool intervention groups, itinerant teachers and preschool assessment teams
  • Coordinate placements in the Developmental Day Classrooms
  • Receive parent and community notifications and request to screen as well as referrals
  • Coordinate intake and assessment team process to ensure timely screenings,evaluations and placement
  • Monitor and review eligibility and IEP paperwork
  • Prepare December 1 and April 1 preschool Child count submission
  • Collect data and monitor the 3 Continuous Improvement Performance Plan indicators for preschool
  • Coordinate transportation services with Transportation Department and school-level bus supervisors, including reviewing transportation forms
  • Complete EC Preschool Grant (619 Grant) and maintain budgets which include
  • NCPreK funds, various state and federal funds
  • Collaborate with CCS NCPreK Coordinator on ways to blend funds, provide relevant staff development and build capacity and growth in the district
  • Attend Local Interagency Coordinating Council, a local collaboration of private and public community agencies and programs to build a stronger professional development
  • for young children with special needs in Craven County.
  • Preschool Assessment Team Leader for Region 2 , conducting Trans-disciplinary Play- Based Assessments
  • Attend bi-monthly Transition Planning Meetings with the Children’s Developmental
  • Services Agency (CDSA) to facilitate smooth transitions from the Part C (Infant-Toddler) program to Part B (public preschool)program
  • Lead the Preschool Pyramid Model (PPM) Initiative for CCS preschool program. PPM is the Social and Emotional Foundations for Early Learning, which is a pyramid model that ties into the school-age Positive Behavior Support program., and MTSS
  • Meet monthly with the Early Childhood Preschool staff to deliver needed Preschool Staff Development
  • Is a member of EC Cabinet and attend cabinet meetings to advise on needs of EC Preschool
  • Oversee that licensure requirements are followed and maintained at each preschool classroom site.
  • Meet with the licensure consultant as well as building, health, and fire inspectors. communicate needs of the program to Principals and coordinate with them to make sure that all safety, training requirements and staff requirements are maintained.
