DEPARTMENT: Coyote Valley Police Department (CVPD)

REPORTS TO: Executive Director

SALARY RANGE: $76,000 - $90,000 (DOE)

About The Department

Created in 1996, the department supports approximately 250 tribal members and residents and serves a daily service population of approximately 1000 people that visit the casino, gas station, hotel, and reservation. The department operates under a community-oriented policing philosophy that centers on the Tribal community.

Job Summary

The Police Administrator is responsible for the direction and management of all day-to day operations of the Coyote Valley Police Department. Responsibilities include hiring and monitoring of all departmental personnel to ensure work performance meets standards set forth by the Coyote Valley Police Department. The Police Administrator: reviews and assures all requests for assistance are completed in a timely fashion and all necessary reports are filed appropriately internally and with outside agencies; establishes department goals, priorities, and implements policies; prepares the annual budget and work plan for the department, reviews operations, makes assignments, and applies effective law enforcement practices and procedures; assures proper police and safety standards are maintained; assures work of the department is carried out properly and effectively; prepares reports, summaries, and correspondence related to department work. Works closely with the Executive Director and the Tribal Council in determining plans and policies to be observed in the conduct of enforcement operations and advises on Public Safety matters affecting the Tribal community and Tribal businesses including the casino, c-store, hotel, etc. This position will also serve as Probation Officer and is responsible for investigative sentencing and offender supervision, providing meaningful assistance to the court in its deliberations and decisions regarding adult and juvenile offenders.

Essential Duties and Responsibilities

  • Formulate and ensure implementation of department policies and procedures, regulations, goals, strategic plan, and program priorities in accordance with the State, Federal, Tribal, and local laws, and regulations.
  • Serve as a supervisor to all Tribal Police Department personnel providing the daily delivery of public safety services, including all Human Resource related documentation processing.
  • Manage personnel assignments to Police Department divisions for the prevention of crime, the apprehension of criminals, and the detection and investigation of crimes that have been committed.
  • Must undergo training and familiarization of the Tribal Constitution, Codes and Ordinances, Tribal Court System, policies, goals, and objectives of the Coyote Valley Police Department.
  • Manage Department training program and ensure that Department personnel complete required training and maintain required certifications.
  • Provide monthly progress reports to the Executive Director and Tribal Council.
  • Manage grants and ensure timely completion of all grant deliverables including reports.
  • Present budget estimates, control expenditures of departmental appropriations and establishes operational standards of the department.
  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality service to the community.
  • Prepare annual review of the department’s long-range plans and goals.
  • Work with Administration personnel and Grant Writer to fund Law Enforcement Department Program. Produce reports for grant funding and other decision-making purposes.
  • Establish inter-agency cooperation agreements with allied law enforcement agencies.
  • Manage and direct all aspects of the Police Department office area.
  • Respond to inquiries from the public and other departments, both in person and via phone and email.
  • Work with Directors to implement and maintain the community emergency response plan.
  • Respond as needed in the event of disaster.
  • Attend pertinent meetings as assigned or required.
  • Available to work weekends and evenings when needed.
  • Travel as needed to accomplish program and tribal goals and objectives.
  • Maintain confidentiality and security of sensitive information and materials during and after employment.
  • Must participate in Tribal events including non-profit events.
  • Must maintain professional behavior with positive representation of Coyote Valley while on and off the clock.
  • Other duties and responsibilities on the reservation as directed by the Executive Director and/or Coyote Valley Tribal Council.

Probation Officer Duties:

  • Monitor adult and juvenile offenders to ensure compliance with ongoing Tribal Court sentencing orders and conditions of release after initial court hearings.
  • Develop case supervision plans outlining conditions of probation and culturally appropriate services to promote positive behavior.
  • Meet regularly with probation clients and outside agencies to verify compliance with drug and alcohol programs, domestic violence programs, mental health counseling, community service, or any other condition of probation.
  • Make home visits as necessary.
  • Conduct drug screening/urinalysis of defendants as directed by the Court.
  • Assist with developing the Batterers Intervention Program upon receiving training concerning this program, then facilitate the participation of offenders referred to the program.
  • Work closely with all supporting programs and departments to develop and implement effective programs to achieve rehabilitation excellence.
  • Represent Probation in Tribal Court includes but is not limited to filing reports and giving testimony under oath.
  • Report regularly to Court regarding offenders’ progress and assess the need to adjust case supervision plans to include increased graduated sanctions or rewards and incentives as needed.

Minimum Qualifications

  • To perform this job successfully, an individual must have the following:
  • Associate's Degree in a related field and six years of relevant experience; OR
  • Eight (8) years of administrative/management experience in related field.
  • Ability to learn, understand, and interpret laws and regulations appropriately.
  • Extensive Law Enforcement experience, with knowledge of police methods and procedures, including police records and reports.
  • A reputation for honesty and trustworthiness.
  • Felony convictions will be disqualifying.
  • Misdemeanor convictions may be disqualifying depending on type, number, severity, and recency.

Skills, Knowledge and Abilities

  • Experience working with Tribal Communities.
  • Must have the ability to deal effectively and interact well with tribal members and employees

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to apply common sense understanding during normal and stressful conditions. Ability to compile and analyze data and to prepare a variety of reports. Ability to analyze complex problems and situations and to propose quick, effective, and reasonable courses of action. Must be able to resolve problems/conflicts diplomatically and tactfully without escalating public confrontation or disturbance.

· Language Skills

Must be able to communicate clearly; orally and in writing. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Ability to establish and maintain effective working relations within the community, Tribal Council, Tribal departments, committees and outside resources with firmness, tact, and impartiality.

Work Environment

Must have the ability to handle potentially stressful encounters and make quick appropriate decisions in a variety of police situations. This position requires the physical ability to work in all weather conditions, on foot on all kinds of surfaces and terrain. Primary work is done in an office environment. Must be able to use the telephone, computers, communication equipment, and records management system. This position requires the ability to respond to emergency situations at all hours and/or provide direction to department personnel by telephone. Must represent the Coyote Valley Police Department at public meetings, which may include public speaking and the need to answer questions without the ability to prepare.
