Covenant House Michigan is Hiring a Chief Programs Officer Near Detroit, MI

Title: Chief Programs Officer (CPO)FLSA: Exempt
Reports to: Chief Executive Officer (CEO)
General Description: Reporting to the Chief Executive Officer, the Chief Programs Officer (CPO) is a mission-driven, detailed-orientated, highly collaborative leader that plays a pivotal role in advancing the mission of Covenant House Michigan (CHMI) for unhoused youth facing homelessness. Through effective leadership and strategic planning, the CPO will create meaningful programs and resource development, as well as program implementation and program evaluation. The successful candidate will bring a deep knowledge and passion for the human service sector. They will work collaboratively with the executive leadership team and provide high level strategic direction to CHMI's program portfolio. The CPO oversees all Programs, as well as the Programs staff at each of CHMI campuses. The ideal candidate will have a track record of building joyful and high performing teams, experience with grant reports and grant management, is a creative thought partner on program elements including design, delivery, outcomes, and data and evaluation.
Education and Qualifications:
  • Master’s degree in social work, nonprofit management, public administration, or a related field. A licensed MSW is highly preferred.
  • Minimum of seven (7) years of experience in program management or leadership roles within the nonprofit sector, with a focus on youth services or homelessness and human trafficking.
  • Deep understanding of the issues facing homeless youth and demonstrated passion for building capacity and empowerment within marginalized communities.
  • Proficiency with Microsoft Office and HMIS
  • Highly developed communication and interpersonal skills with the ability to negotiate, resolve conflict, problem solve and interact with all levels of the organization to forge effective internal and external relationships.
  • Decisive and clear in goal setting for program outcomes and team deliverables, tracking against goals/benchmarks.
  • Proven track record of strategic planning, program development, and successful implementation of initiatives.
  • Experience with budget management, grant writing, and fundraising.
  • Ability to work collaboratively in a fast-paced, dynamic environment and adapt to changing priorities and circumstances.
  • Highly knowledgeable about and sensitive to issues related to Diversity, Equity and Inclusion.
  • Have a detailed approach to promoting a culture of relationship-building and collaboration with all stakeholders.
  • Evidence of multiple years of success in providing social services to disadvantaged populations.
  • Provides general and high-level clinical oversight and guidance.
  • Partners with Covenant House International on program model benchmark and research, data and evaluation.
A Comprehensive Overview of Responsibilities:Strategic Planning and Program Development:
  • Design innovative programs and services that address the complex challenges faced by youth experiencing homelessness.
  • Develop and implement strategic plans for CHMI to meet the evolving needs of homeless youth.
  • Provide input on programmatic priorities, goals, and strategies.
  • Analyze data/trends to identify areas for growth, innovation and collaboration to align programs with CHMIs mission.
Partnership and Collaboration:
  • Forge partnerships with other nonprofits, government agencies, businesses, and educational institutions to leverage resources, share expertise, and expand the reach of services for homeless youth.
Program Implementation and Evaluation:
  • Oversee the agency’s program operations while working in partnership with the programs team to develop new initiatives and enhance existing programs.
  • Sets program goals and objectives
  • Evaluate and monitor program outcomes and make adjustments as necessary to achieve desired results.
  • Ensure programs are delivered with high quality, consistency, and in accordance with best practices and legal regulations.
Staff Leadership and Development:
  • Provide mentorship, guidance and professional development to an inclusive and diverse team of professionals committed to serving homeless youth with compassion and excellence while fostering a culture of harmony, collaboration and accountability.
  • Conduct regular performance evaluations and provide ongoing support and professional development opportunities.
  • Monitors departmental culture and productivity and intervenes when necessary.
Budgeting and Financial Management:
  • Responsible for developing programs budget and monitoring expenses to ensure programs are operating within budgetary constraints. This involves working closely with the Chief Financial Officer and the finance team to track grant funds, prepare financial reports for funders, and identify opportunities to ensure funding to support program expansion and sustainability in compliance with financial regulations.
Board Management:
  • Interface with the Board of Directors through various committees and task forces, and attend/present at CHMI Board meetings, including Board Committee meetings.
  • Serve as a key advisor to the CEO and Board of Directors on program-related matters, offering insights to support informed decision-making.
  • Execute orders and resolutions of the Board of Directors and Covenant House International as applicable.
Additional Requirements:
  • Attend and participate in all scheduled or mandatory meetings, trainings and supervision sessions as requested.
  • Perform all other tasks as requested by the Chief Executive Officer.
