TERMS OF EMPLOYMENT:
  1. USW, Program Secretary Schedule.
  2. 260 - day position.
  3. Rate of pay per the Program Secretary Pay Schedule beginning at $16.70 per hour.
  4. Full-time position, 40 hours per week, Monday through Friday.
  5. Start date is upon expiration of the posting deadline and in accordance with Article XIII, Section C, 2 of the USW Contract.
GENERAL SUMMARY OF POSITION: Under the direction of the Principals of the Millet Learning Center. This position is responsible for the completion of the general secretarial workflow within the Millet Learning Center. The Program Secretary must have a working knowledge of all departmental functions. This position is required to accomplish a coordinated and collaborative team effort in the completion of responsibilities associated with school programs. Such as student accounting, basic knowledge of special education rules and regulations, knowledge sufficient for timely processing of purchase orders and invoices, transportation communication system utilization, and oral and written communication with parents and/or guardians.

Millet Learning Center Departmental Responsibilities:
  1. Oversee and maintain Student Accounting Services at the Millet Learning Center, including database management of files, preparing state and local reports, and controlling the Medicaid billing process.
  2. Is responsible for documenting student account days on the scheduled dates of each school year.
  3. Initiate, gather all necessary information, and prepare scheduled routine reports within the designated timelines. These reports include the Annual Education Report, student reports for local Special Education administration, the Pupil Accounting Report, and the input and update of records on MI-CIS.
  4. Process IEP invitations and forms with the appropriate information within the mandated legal timelines.
  5. Review IEP forms regularly to gather data required for various reports, for example, FTE determination of ancillary service hours.
  6. Oversees the Millet Learning Center to establish purchase orders and invoice processes.
  7. Monitors and verifies the substitute payroll accounting process and routing absence reports to the appropriate principal as needed or requested.
  8. Monitor, manage, and remain current in knowledge of established filing systems, such as CA60, Medicaid, Student Enrollment, and all other records within the student accounting system.
  9. Upon the approval of the appropriate Principal, initiates service contracts. Monitor the scheduling of service and verifies that such service has occurred.
Program Secretary Responsibilities:
  1. Coordinate and provide logistical oversight to the Millet Learning Center Professional Development Center
  2. Responsible for a major department/area.
  3. Coordinate purchasing, expense reimbursements, and conference requests for the Special Education Department and ancillary staff.
  4. Coordinate logistics, including scheduling, ordering, and set up for organizational climate and culture training.
  5. Make decisions about departmental workflow.
  6. Management of program funds; accountability including but not limited to: bookkeeping, maintenance of records for receipts and disbursements, recording/verifying entries or accounts, preparation, processing, and verifying of invoices; the setup and typing of financial reports; responsible for monetary transactions, and the monitoring of budgeted accounts for the department.
  7. All telephone calls are answered pleasantly, professionally, and helpful.

  11. Open, sort, and route incoming and outgoing correspondence.
  12. Maintain confidentiality regarding student, parent, and staff information.

  14. Oversee the acquisition process and maintenance of departmental supplies.
  15. Schedule and monitor equipment repair/service contracts.
  16. Manage workshop, seminar, and meeting planning and preparations.
  17. Develop and publish newsletters, flyers, and brochures. Create layouts, formats, and manner of distribution.
  18. Creates/develops reports; presents findings in oral/written form; researches and summarizes information.
  19. Assist consultants/presenters in their secretarial needs.
  20. Provide departmental orientations and training for new employees.
  21. Make travel arrangements for the department.
  22. Manage department calendars, including scheduling appointments, conferences, meetings, and programs.
  23. Create and modify program operations/procedures to meet the changing department requirements or needs.
  24. Extensive contact with internal and external customers.
QUALIFICATIONS:
  1. Must have a High School diploma or GED equivalency.
  2. Problem-solving skills.
  3. General office experience, a minimum of three years.
  4. The ability to work with diverse groups and individuals.
  5. The ability to analyze situations or information and to follow tasks to successful completion.
  6. The ability to demonstrate creative thinking skills.
  7. Demonstrated ability and experience in word processing, database, spreadsheet, and presentation and communication software. (Tested)
  8. Bookkeeping experience.
  9. Typing and keyboarding skills, 60 words per minute (Tested)
  10. Writing skills: attention to detail, ability to proofread, and correct errors. Above average in language arts, grammar usage, and spelling.
  11. Excellent oral and written communication skills.
  12. Ability to react to change productively.
  13. Ability to prioritize, organize and manage one's daily work schedule.
  14. Ability to understand and follow both oral and written directions.
  15. Willing to receive additional training provided by the district to improve skills.
  16. Ability to work independently in a self-directed manner.
  17. Interpret and translate facts and information into a presentation format.
  18. Ability to exercise independent judgment.
