Job Description

GENERAL DUTIES: Under the supervision of a Detention Supervisor, provides a safe and secure environment for juveniles; monitors and supervises juvenile activities and movement; provides health and hygiene needs, daily recreation, and guidance; prepares written reports daily; processes information from juveniles being admitted and/or released, completes various reports and logs, communicated in person or by telephone with various people (e.g. detention staff, court staff, parents, law enforcement, attorneys, etc.), and notifies schools when juveniles are retained in the facility. Monitors the keys, security system, radio communications, Juvenile Division vehicles, and fire alarms.
QUALIFICATIONS:Must be at least 21 years of age, good physical condition and possess a valid State of Ohio driver's license and proof of insurance; completion of high school diploma or equivalent, general understanding of computers, and effective communication and observation skills prior training, experience, and/or a college degree preferred.
TASKS PERFORMED:
General Responsibilities:

  • Must have knowledge of the Juvenile Division policies and procedures, rules, and regulations.
  • Must review any new or revised Juvenile Division policy and procedure, rules, and regulations.
  • Assists in the orientation training of new employees and volunteers.
  • Participates in all required in-service training, other required training, and staff development activities as required.

Detention Officers/Master Control Staff have four primary areas of responsibility and may be assigned to any of the areas. The four areas of responsibility are broken down as follows: assignment to a hall, or assignment to float, assignment of admissions, and assignment to Master Control.
Hall Assignment Responsibilities:

  • Responsible for the safety and security of the hall, prevention of contraband being introduced into the hall, and the random security shakedown of the hall.
  • Provides supervision of juveniles assigned to the hall.
  • Provides for the health and hygiene needs of the juveniles.
  • Adheres to established program and activity schedules.
  • Facilitates educational, recreational, and life skill experiences and opportunities for detained juveniles.
  • Provides individual and group experiences designed to promote juvenile learning and acceptance of responsibility for their actions.
  • Administers discipline and behavior control techniques i.e. physical intervention when deemed necessary.
  • Completes any required reports (e.g. daily log, observation log, incident report, use of force report, etc.).
  • Performs hall and building security checks.
  • Under supervision, performs intake responsibilities when needed.
  • Performs other duties as required.

Float Assignment Responsibilities:

  • Responsible for the safe and secure transport of a juvenile:
    • to and from court for the purpose of a hearing, attorney visit, prosecutor's office, etc.
    • to various programs or activities within the facility (e.g. medical, school, gym, meals, visits, etc.).
    • to various appointments outside of the facility (e.g. dentist, emergency room, placement interviews, doctors, etc.).
    • to their residence, upon release, when no other family or guardian transportation is available.
  • Provides relief of detention officers assigned to halls or other responsibilities.
  • Assists in Master Control to supplement a staff shortage.
  • Provides additional security during meals, medical, visitation, etc.
  • Assists with the processing and orientation of any new juvenile being admitted and retained at the Detention Facility.
  • Completes any required reports (e.g. transport form, incident report, etc.).
  • Performs other duties as required.

Admissions Responsibilities:

  • Processes new juveniles admitted into the facility.
  • Completes an admissions interview on each juvenile, which includes the MAYSI and/or risk assessment.
  • Determines if a juvenile should be retained at the facility, released to the parents, a guardian, or a responsible agency, or referred to another outside agency.
  • Establishes a court date, when possible, for new juveniles admitted into the facility.
  • Make referrals to the Court or Court workers.
  • Completes any required reports (e.g. transport form, incident report, etc.).
  • Performs other duties as required.


Master Control Responsibilities:

  • Admits Detention staff, Court staff, contract personnel, maintenance staff, visitors, and others into the Detention Facility pursuant to policies and procedures.
  • Responsible for the operation of the touch screen system (door and intercom control) and monitoring surveillance cameras.
  • Notifies Detention Supervisors when Detention staff report off.
  • Responsible for all Detention Facility keys that are maintained in, issued from, or returned to Master Control.
  • Utilizes the telephone to receive or make telephone calls (e.g. receive messages, contact
  • parents, etc.).
  • Assists Probation by paging Probation Officers when necessary, and recording their locations and times when they are in the community making visits.
  • Alerts Detention staff when any juvenile or area requires assistance.
  • Maintains all manual and electronic records pertaining to juveniles admitted or released from the Detention Facility.
  • Compiles recorded data to prepare the following reports:
    • Visiting report
    • Physical counts
    • Daily statistical report
  • Updates electronic records and files as needed.
  • Responsible for recording all personal property taken from juveniles when they are admitted and the return of their property at the time of release.
  • Monitors juveniles and visitors while they are in the intake area, holding rooms, or cafeteria.
  • Accepts approved personal items brought to the Detention Facility for detained juveniles.
  • Assists with emergency evacuation procedures (e.g. fire, tornado, etc.).
  • Monitors the fire alarm system and makes the appropriate notification when an alarm is activated.
  • Monitors the emergency weather radio and makes the appropriate notifications when there are weather warnings or advisories.
  • Monitors and assigns Juvenile Division vehicles.
  • Accepts, sorts, and distributes mail received at the Detention Facility.
  • Accepts packages received at the Detention Facility and makes notifications or arrangements for the packages to be delivered or picked-up.
  • Provides law enforcement with the requested information if they have any questions pertaining to the proper procedures when admitting a juvenile into the Detention Facility.
  • Verifies any active warrants, complaints, or Court orders maintained in Master Control for Court staff and law enforcement.
  • Monitors detention radio communications and responds as needed.
  • Function as a Deputy Clerk, when necessary, to clerk completed affidavits for law enforcement.
  • Responsible for following ACA and DYS Standards.
  • Maintains a clean and professional work area.
  • Participates in in-service training, other training, and staff development activities per guidelines.
  • Performs other duties as assigned by the Detention Superintendent and Detention Supervisors.

Conditions under which work is performed: Duties are performed in a secure facility with juveniles in crisis situations; emphasis is on providing a safe and secure environment for juveniles, who may have minor to severe behavioral problems and the inability to adhere to policies and procedures established in the best interest of the Detention Facility, Court, and juveniles being detained; interacts primarily with juveniles, but also interacts with staff, volunteers, and visitors; circumstances are consistently demanding and changing. Hours of work vary with the demands of the facility, but generally works a set schedule. May be required to operate a County vehicle.
Knowledge, skills, & abilities necessary to perform tasks: Thorough knowledge of the goals and objectives of the Court and Detention Facility, Juvenile Division policies and procedures, safety and security practices, and CPR and first aid techniques; general knowledge of American Correctional Association standards and the Department of Youth Services standards, counseling techniques, knowledge of personality and social interactions; skilled at observing and evaluating detainee behavior, reacting quickly to escape attempts and other crisis situations; ability to communicate effectively with people of varying education and cultural backgrounds; prepare accurate documentation; respond to varied and specific inquires; remain calm and level-headed under pressure; make quick, effective decisions in crisis situations; and the ability to carry out written and oral instructions.
