County Of Sierra is Hiring a Building Permit Technician Near Downieville, CA

Under general supervision, assists the public in obtaining building, environmental health, and planning permits; assists in preliminary research of reported land use and/or building code violations and archival of land use and building permit records; provides information and guidance on the requirements of a permit application and the issuance process; collects monies and maintains basic account records; and performs related work as required.

EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following: • Greets the public; answers inquiries and provides assistance with permitting processes or land use requirements; provides basic information on permits and ordinances; provides assistance with interpretations of codes, ordinances, and laws; estimates and calculates permit fees, collects monies, issues receipts, refers customers to other departments for interdepartmental completion as necessary. • Performs research to determine the status of permits and projects; performs initial review of submitted applications, plans, and complaints. • Maintains and updates a variety of files, archival systems and code books related to the Agency's operations. • Composes and sends out notification letters to applicants or violators; prepares a variety of typed reports, memos and correspondence related to the department's activities. • Operates various types of office equipment; performs a variety of office duties related to permits and land use projects. • Receives inspection requests and prepares inspection logs; performs research of various department's records to assist in determining the validity of complaints or existence of violations; logs complaints, land use projects, septic permits, well permits, building permits, and other related permits and applications. • Answers telephone inquiries/business calls and routes callers to the appropriate personnel or department; performs various mail-related duties; enters and retrieves data on computer equipment; operates base radio station to assist field staff; assists professional staff as required and serves on agency teams as needed. • Performs a variety of clerical/secretarial work. • With general direction, prepares and monitors contracts with service providers. • Prepares official County reports and documents including Board Agendas, packets, correspondence; ordinances; resolutions; agreements and other official, legal documents. • Serves on assigned customer service projects. • Serves as custodian of records on property and/or permit related record research assignments in response to subpoenas. • Attends work-related meetings and workshops both in and out of County which may require overnight stay. • Updates mailing addresses. • Operates personal computers and the county’s data processing system. • Maintain accurate account, statistical and fiscal records. • Other appropriate work as assigned.

MINIMUM QUALIFICATIONS: The successful candidate would possess a combination of related education and experience as follows: • High School education • College education • College Degree • substantial relevant work experience, with progressive advancement • Relevant supervisory responsibility and experience In addition, the successful candidate should possess the following knowledge and special skills:

Knowledge of: • Operation, procedures, and functions of local government and county community development agencies. • Basic understanding of the most commonly utilized sections of codes and laws utilized by a community development agency. • Arithmetic and account and office record keeping • Correct English usage, spelling, grammar, and punctuation. • Modern office methods and procedures including personal computers, word processing, and spreadsheet programs. • Document scanning and archival software. Special Skills: • Providing explanations and interpretations of the permit or application process of the Planning or Building Department. • Assisting applicants with the completion of application forms • Reviewing submitted applications and permits for completeness and compliance with procedural requirements. • Calculating required fees and receipting fees • Screening incoming complaints based on codes, ordinances and laws. • Establishing, preparing, and/or maintaining a variety of records, reports, and files • Performing detailed research of records and archived materials • Performing work utilizing computer terminals and word processing software • Communicating politely and courteously when dealing with the public, always providing excellent customer service under all conditions, and conflict resolution • Working independently with the ability to prioritize a variety of tasks to meet customer needs and performing multiple duties simultaneously. • Reading and interpreting applicable provisions of codes, ordinances and laws • Preparing procedural documents and forms. • Establishing and maintaining cooperative working relationships with those contacted in the course of work. Ability to: • Perform a diversity of complex clerical and administrative assignments. • Compose correspondence with limited supervision. • Communicate effectively both in writing and verbally. • Effectively perform a full range of office support functions • Maintain accurate account, statistical and fiscal records. • Perform duties under pressure and with many interpretations. • Organize workload and set priorities. • Meet the public with tact and courtesy. • Establish & maintain cooperative working relationships. • Follow instructions, both written and oral Read, comprehend, and abstract information from documents and othersources. Permit Technician II Page 3 of 8 Training and Experience: Any combination of training and experience which would likely provide the required knowledge and abilities are qualifying.

Other Requirements: This position may have some travel.

TYPICAL WORKING CONDITIONS: Work is performed in a busy office environment which includes continuous contact with staff and the public and may involve stressful situations; occasionally works outside the primary office; in the outdoors; travel by car to other departments and to training or meetings.

TYPICAL PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Must be able to remain in a stationary position 50% of time, move, traverse, and position self to move and reach while performing office duties. Move and/or position objects weighing up to 25 pounds. Constantly operate a computer and other office productivity machinery such as a calculator, copy machine and computer printer. Must be able to effectively communicate and converse with others, read, and write, and operate office equipment. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information, enter/retrieve data, and recognize characters on a computer screen. Tasks may involve extended periods of time at a keyboard or workstation.

Job Type: Full-time

Pay: $2,986.15 - $4,389.10 per month
