County of Richland, SC is Hiring a Manager of Election Services (Open Positions: 1) Near Richland, SC

The purpose of this class is to manage and supervise the Election Services Division of the Board of Voter Registration and Elections. This class will oversee all operations of election equipment and warehouse; supervise election worker recruitment, training, and retention; coordinate polling location procurement and use; manage preparation and use of computer programs utilized throughout the election preparation and election reporting processes; and ensure the orderly, professional, and lawful process of federal, state, county, municipal, and special elections. This position is responsible for maintaining a list of certified poll workers; identifying and securing ADA compliant polling locations; creating and providing materials and information to poll workers and polling locations; and supervising subordinate staff. This class develops election timelines in accordance with federal, state, and local laws; communicates professionally with poll workers and polling location representatives in written and verbal formats; creates, schedules, and conducts multiple training events for election workers; maintains accurate documentation of election worker training and participation for payroll and state reimbursement; and proficiently executes administrative duties that include archiving records and preparing election-related reports. This class performs moderate to complex elections processing and analysis functions including maintenance, testing, inventory control, security, and election-day preparations. The class engages in high-level elections systems and GIS-related work; gathers, updates, and interprets geographic and demographic election data; and conducts related research and analysis. This class is responsible for maintaining operational standards; coordinating activities; assisting the Executive Director and Deputy Director(s); and reporting progress of major activities through periodic conferences and meetings. This class supervises subordinate staff to include instructing, planning and assigning work; reviewing and evaluating staff and recommending discipline, discharge, transfers, promotions, and salary increases as appropriate; and assists in selecting new personnel. Performs other duties as assigned.
This class requires a bachelor’s degree and two (2) or more years of relevant experience, a valid state driver’s license, and State Election Commission certification within 18 months of hire and yearly recertification is required thereafter. Must be proficient in Microsoft Office and other software related to voter registration and elections. Requires a South Carolina Driver’s License and a good driving record and the ability to drive a county vehicle and at least a 16 foot box truck. Yearly State Election Commission and other recertification is required thereafter. At the discretion of the Executive Director, a combination of education and experience may be substituted for stated education and experience requirements.
